About this opportunity
The Department of the Navy Military Sealift Command (MSC) is soliciting proposals for a spot charter tanker vessel to transport clean jet propulsion thermally stable (JPTS) fuel under solicitation number N3220526R6069. The vessel must be a clean, approved double-hull tanker (U.S. or foreign flag) capable of carrying a minimum of 15,000 barrels of JPTS cargo, with specific dimensional and operational requirements including length overall between 100.00 and 180.00 meters, maximum beam of 32.50 meters, and maximum deadweight tonnage of 40,000 metric tons. Key qualifications include possession of current Ship Inspection Report (SIRE) System certification with a Q-88 dated no earlier than 60 days prior to submission, P&I Club pollution liability coverage, ITOPF membership, MARPOL Annex I Reg 18.2 compliance, and a valid Safety Management Certificate. The Government will award the contract to the responsible offeror whose technically acceptable proposal represents the lowest price, with technical acceptability based on vessel compliance with specifications detailed in the RFP and commercial viability. The proposal submission deadline is April 2, 2026, at 1100 Eastern Time.
This procurement carries no set-aside designation and represents a firm-fixed-price contract with award contemplated as a FAR Part 12 simplified acquisition. The voyage will load cargo at Killingholme, U.K. (SKJ Terminal) and discharge at Akrotiri, Cyprus (PSD-RAF AKROTIRI Terminal), with laydays commencing May 2, 2026, and cancelling May 9, 2026. The charter includes 288 hours of free laytime for loading and discharging combined, with per-diem demurrage rates applicable thereafter. Proposals must include at minimum a ship name, price, and signature to be considered for evaluation, and payment will be made by ERP DFAS-CL using electronic invoices via the Wide Area Work Flow (WAWF) system. No specific budget range or award value is identified in the solicitation; pricing is to be submitted by offerors and competitively evaluated among all qualified proposals.
