About this opportunity

The Department of the Navy's Military Sealift Command is seeking a tanker voyage charter for transporting clean petroleum products between specific locations in Europe. The pre-solicitation notice describes requirements for a clean, double-hull tanker capable of carrying a minimum of 230,000 barrels of JP5 and JA1 fuel products. Specific vessel qualifications include having an inert gas system and segregated ballast tanks with double-valve isolation. The intended loading port is Algeciras, Spain, with discharge locations at Lajes, Azores and Rota, Spain. The solicitation is currently in a pre-solicitation phase with a response deadline of April 3, 2025, and interested contractors should contact the contracting officer, David Hamilton, via email or phone for additional details.

The procurement is designated as unrestricted, meaning all responsible sources may submit bids or proposals. The specific contract award amount and number are currently to be determined, with the laydays scheduled to commence on May 2 and cancel on May 3, 2025. The period of performance will cover a single voyage, and the contract will be classified under the Deep Sea Freight Transportation NAICS category (483111). The Military Sealift Command has determined that the procurement will be open to all potential contractors based on market research, with the Deputy Associate Director of Small Business Programs concurring with this approach. No specific set-aside designations are currently in place, and the final contractor has not yet been identified.
