About this opportunity
Military Sealift Command is conducting market research on a U.S. flag LNG tanker voyage charter to Naval Station Guantanamo Bay, Cuba, with responses due September 16, 2026. No set-aside applies; small business size standards under NAICS 483111 (1,050-employee threshold) are established for evaluation.
MSC seeks pricing and availability for a vessel capable of transporting a minimum of 50,000 MMBTU (approximately 2,200 cubic meters) of liquefied natural gas for terminal and storage tank cooldown. Vessel specifications are constrained: maximum displacement 41,000 metric tons, maximum length 256 meters, maximum laden draft 10 meters, maximum beam 32 meters, and gross volumetric capacity between 4,000 to 15,000 cubic meters.
The vessel must maintain LNG pump-out pressure of 150 PSIG, unloading rate of 250 cubic meters per hour with flanged connection and powered emergency release coupling to a 6-inch LNG hose, and saturated pressure between 5 to 20 PSIG. Discharge occurs at NSGB Pier C at 250 cubic meters per hour during daylight hours only, weather working days, excluding Sundays and holidays and Saturday. Vessel must comply with UFC 4-159-03 mooring requirements for 35-knot sustained winds and 1-knot current.
Loading port is at the charter's discretion; discharge is at Naval Base Guantanamo Bay. Requested delivery windows are September 28 to October 2, 2026, or October 19 to 23, 2026. Responses must include company information, small business status, unique entity identifier, vessel details with owner usage confirmation, and lump-sum and demurrage rates. Submit to jordan.a.morrison5.civ@us.navy.mil or franklin.c.orvin.civ@us.navy.mil by 1000 hours Eastern Time, September 16, 2026. This is market research only and does not commit the government to award or reimburse response costs.
