The government seeks highly qualified subject matter experts with instructor or Weapons Officer-level experience to support four core competency areas: Tactical Control and Threat Emulation, Mission Data Integrity and Debrief Readiness, Operational and Intelligence Integration, and air-to-surface weapons validation software development. The contract will require staffing of up to 21 personnel for certain exercise rotations, 18 for others, and 17 for additional exercises, with all contractor personnel requiring a minimum of SECRET-level security clearances and some positions requiring TOP SECRET with Sensitive Compartmented Information access. The contractor must achieve stringent performance standards, including executing 100 percent of scheduled flight operations, completing shot validation and debrief preparation within 2 hours and 15 minutes of mission termination, and delivering software with 99.9 percent accuracy for weapons validation. Personnel must be available for scenario design conferences approximately seven months prior to each exercise and for all planning and execution periods.
