About this opportunity

The Naval Air Systems Command (NAVAIR) has awarded a task order to Raytheon Company for $18,376,198 under Basic Ordering Agreement N00019-20-G-0007 to redesign the Fin Controller Electronics Unit (FCEU) for the Tactical Tomahawk (TACTOM) missile system. The redesign addresses material obsolescence, specifically the discontinuation of the Texas Instruments Digital Signal Processor (DSP) Microcontroller, which is critical for maintaining the missile's attitude control during cruise and terminal phases. This sole-source contract was justified due to Raytheon's unique technical data rights and expertise, with the authorization to perform engineering, prototyping, and support services expiring on August 31, 2025. The contract covers development, production, reliability, sustainment, and disposal efforts for Tomahawk missile systems, supporting U.S. Navy, Foreign Military Sales, and other Department of Defense service requirements.

Notice text

The Naval Air Systems Command (NAVAIR) awarded a new task order under the Basic Ordering Agreement (BOA) N00019-20-G-0007 for a re-design of the Fin Controller Electronics Unit (FCEU) to address material obsolescence in accordance with FAR 6.301.1 (a)(2)(III), only one responsible source. The Texas Instruments Digital Signal Processor (DSP) Microcontroller (Part Number TMS320F241PGA), a primary component of the FCEU, is discontinued and no longer available within the market place. There are no suitable drop-in replacements. A re-design of the circuit card assembly on which the DSP Microcontroller is located is recommended to mitigate material obsolescence and ensure continued availability of the FCEU for all Tomahawk variants. The FCEU is critical to the maintaining attitude control of the Tactical Tomahawk (TACTOM) during the cruise and terminal phases. NAVAIR awarded this effort to Raytheon, P.O. Box 11337, Tucson, AZ 85734-1337.

Awarded contract N0001920G0007 to RAYTHEON COMPANY for 18376198.00 on 2025-05-23.
