About this opportunity
The Naval Air Systems Command intends to award a task order to Raytheon for the redesign of the Fin Controller Electronics Unit to address material obsolescence of a discontinued component. Raytheon will redesign the circuit card assembly housing the obsolete digital signal processor to ensure continued attitude control capability of the Tactical Tomahawk missile through Full Rate Production Lot 20. As the sole developer and manufacturer of Tomahawk since 1994, Raytheon is the only source capable of performing the required integration and testing to support production within the required timeframe and without duplication of costs. Proposals are due by October 28, 2023.
There is no set-aside designation for this solicitation. Raytheon is identified as the incumbent and only known source due to its expertise and control of technical data and manufacturing documentation for the Tomahawk missile. The work is to be performed in Tucson, Arizona for an unspecified award value to address an issue critical to maintaining Tomahawk missile production.
Notice text
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a new task order under the Basic Ordering Agreement (BOA) N00019-20-G-0007 for a re-design of the Fin Controller Electronics Unit (FCEU) to address material obsolescence in accordance with FAR 6.301.1 (a)(2)(III), only one responsible source. The Texas Instruments Digital Signal Processor (DSP) Microcontroller (Part Number TMS320F241PGA), a primary component of the FCEU, is discontinued and no longer available within the market place. There are no suitable drop-in replacements. A re-design of the circuit card assembly on which the DSP Microcontroller is located is recommended to mitigate material obsolescence and ensure continued availability of the FCEU for all Tomahawk variants. The FCEU is critical to the maintaining attitude control of the Tactical Tomahawk (TACTOM) during the cruise and terminal phases. Without a re-design of the FCEU, Raytheon will not be able to support Full Rate Production Lot 20 TACTOM Production. NAVAIR intends to award this effort to Raytheon, P.O. Box 11337, Tucson, AZ 85734-1337 (Point of Contact for Small Businesses interested in subcontracting – Patrick Marchant at (520) 392-0435 or patrick.j.marchant@rtx.com). Since 1994, RTX has been the sole developer, designer, and manufacturer for the TACTOM Missile. RTX solely possesses the current configuration and manufacturing data for the Tomahawk Block IV and Block V All-Up Round (AUR) missile, and is the only source capable of performing the required integration and testing. RTX maintains and controls both the Level III technical data package (TDP) and the manufacturing documentation for the Block IV and Block V AUR. Because a detailed knowledge and expertise of the Tomahawk Block IV and Block V AUR missile is required to conduct tasking under this contract, RTX is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives. Responsible parties may submit capability statements which shall be considered. This is not a request for proposals.
