About this opportunity

The Department of the Army Materiel Command, Army Contracting Command Aberdeen Proving Ground, is issuing a Request for Information to identify sources capable of designing a centralized cloud-based Tactical Software Management System Application; responses are due by June 1, 2026. This is market research and carries no commitment for future contract award.

The system addresses fragmented, manual software tracking processes across disconnected tactical systems currently reliant on email, ETMS2, and SharePoint. The Army seeks a unified platform to track, approve, and distribute software updates with visibility into mission readiness by unit identification code.

Required capabilities include API connectivity to authoritative data sources—GCSS-Army, MMIS, and Army Vantage—enabling serial-number-level reporting of software-to-hardware baselines; integration with the Army Software Innovation Center (ASIC) repository via API; Common Access Card authentication; workflow automation supporting Full, Conditional, and Urgent software releases with configurable approval chains per Army Regulation 770-3; physical media shipment tracking with encryption and decryption functionality; intuitive dashboards displaying compliance and cyber-readiness metrics by unit; and comprehensive reporting on timeliness, performance, security, and logistics with export capability in non-proprietary formats (CSV, XLSX).

Responses must not exceed 7 pages and should address company information, detailed capability narrative, technical feasibility assessment, and rough order of magnitude estimates for initial development, annual licensing and maintenance, and tiered pricing based on users or systems. Submit responses electronically to Contract Specialist Nekeya Sanders and Contracting Officer Lindsay Vierheller.

Notice text

Assistant Deputy for Acquisition & System Management, Data Engineering and Software ADASM (DES) is issuing a Request for Information (RFI) to conduct market research. The purpose of the RFI is to identify qualified sources capable of offering  ideas on how to build a single, centralized cloud application to manage software for equipment used in the field (like vehicles and radios). Currently, this process is slow and messy because it relies on manual emails and separate websites. The goal is to create a "one-stop shop" to track, approve, and send out software updates so leaders know exactly which systems are ready for a mission.analyzing threats from diverse sources using advanced AI. Please see attached RFI for additional details.
