About this opportunity
The Iowa Army National Guard is seeking technical instruction services for a Tactical Search Warrants Course delivered through the Midwest Counterdrug Training Center. The course is designed for up to 30 law enforcement officers and military personnel involved in counternarcotics missions, with a minimum duration of 36 hours over five days. Instructors must possess a minimum of 15 years law enforcement experience, including 10 years of warrant service execution and 5 years of teaching similar courses. Performance will be evaluated based on student course evaluations, requiring a minimum 75% average rating and periodic observations by the Contracting Officer Representative to ensure complete course content coverage. Potential vendors are required to complete and return the Sources Sought Response Form by 10:00 am central time on March 31, 2025, with the government using these responses to potentially revise the Performance Work Statement (PWS), determine appropriate set-asides, and establish solicitation response timelines.
The current pre-solicitation notice indicates no specific set-aside designation for the contract. The contract structure includes one base period of approximately ten months with three course iterations, followed by four 12-month option periods allowing up to six course iterations each. Contractors must develop unique course materials, including student manuals, slide presentations, and practical exercises covering topics such as legal considerations, tactical planning, equipment selection, team movements, breaching options, and evidence recovery. While specific award value is not detailed in the documents, the multi-year contract structure suggests a potentially significant investment in specialized law enforcement training services. The solicitation number is W912LP-25-R-0002, and the procurement falls under the NAICS category 611699 (All Other Miscellaneous Schools and Instruction) with a Product Service Code of U006 (Education/Training-Vocational/Technical).
