About this opportunity

The Department of Air Force Reserve Command is seeking a contractor to provide advanced Tactical Combat Casualty Care (TCCC) Tier III training for Air Force reserve medical personnel. The training aims to standardize medical instruction across services and develop combat skills that will reduce battlefield morbidity and mortality. Contractors must be currently DHA-certified to conduct TCCC Tier III training and provide comprehensive training services including curriculum delivery, training equipment, facilities, lodging, meals, and transportation. The training will occur across two 8-day periods in 2025 and 2026, with the requirement to train up to 150 students while maintaining a 1:6 instructor-to-student ratio. Potential contractors must submit their proposals by February 26, 2025, and the training facility must be located within 150 miles of the nearest airport.

The pre-solicitation notice indicates no specific set-aside for this contract opportunity, which means it is open to all qualified contractors. The training program requires comprehensive logistics support, including gender-specific accommodations, laundry facilities, sanitation facilities, and internet capabilities. The total training curriculum will span 64 hours and include didactics, hands-on training, opposing forces scenarios, pyrotechnics, and a culminating field training exercise. While specific budget ranges are not explicitly stated, the contract will cover instructor costs, facility expenses, equipment, meals, and transportation for up to 150 students across two separate training periods. Contractors must be prepared to provide post-course completion certificates and detailed after-action reports to Headquarters Air Force Reserve Command/Surgeon General (HQ AFRC/SG) following each training session.
