About this opportunity
The Department of the Air Force Materiel Command seeks contractor support for the T400 Engine Component Improvement Program, a Bill of Materials scrub and modernization initiative, with proposals due September 19, 2026. The procurement is unrestricted (no set-aside).
Place of performance is Wright-Patterson Air Force Base, Ohio. Work extends from contract award through October 31, 2027. The contractor must conduct a comprehensive Bill of Materials analysis for the T400 engine, establishing a BOM if none exists, with primary focus on resolving part obsolescence and modernizing the supply chain through identification of commercial equivalents and superseded parts. Analysis must prioritize the top five components identified as primary drivers of Mission Impaired Capability Awaiting Parts (MICAP) events, subject to government concurrence on the final list within 30 days of award. For each analyzed component, the contractor documents updated part numbers, fully qualified commercial equivalents meeting original Form, Fit, Function, and Interface (F3I) requirements, and complete lineage of superseded historical part numbers.
The contractor bears full responsibility for end-to-end development and delivery of Engineering Change Proposals in ready-for-Government-approval state. Concurrent with any ECP delivery, the contractor must deliver a complete, updated Technical Data Package including all engineering drawings and technical data required to authorize USAF use of updated parts; delivery of an ECP without accompanying technical drawings constitutes an incomplete deliverable. Deliverables include Bill of Materials, Technical Reports, Engineering Change Proposals, Product Drawings, and Notices of Revision per specified DoD Data Item Descriptions. All technical data and drawings shall be delivered with Government Purpose Rights or Unlimited Rights per R-DFARS 252.227-7015. NAICS code is 336412, Aircraft Engine and Engine Parts Manufacturing. PSC code is AC13, National Defense R&D Services.
