About this file

This is a Statement of Objectives (SOO) for federal contract FA8626-27-Q-B001, issued by the Air Force Life Cycle Management Center for the Engine Component Improvement Program (CIP) focused on T400 engine maintenance and modernization.

The contractor shall conduct a comprehensive Bill of Materials (BOM) scrub for the Air Force T400 engine, establishing a BOM if none exists, with the primary objective of resolving part obsolescence and modernizing the supply chain by identifying commercial equivalents and superseded parts. The contractor must prioritize analysis starting with the top five components identified as primary drivers of work stoppages (Mission Impaired Capability Awaiting Parts – MICAP), with government concurrence on the final list required within 30 days of contract award. For every analyzed component, the contractor shall research and document updated part numbers, fully qualified commercial equivalents meeting original Form, Fit, Function, and Interface (F3I) requirements, and complete lineage of all superseded historical part numbers. The contractor bears full responsibility for end-to-end development and delivery of Engineering Change Proposals (ECPs) in "ready-for-Government-approval" state, absorbing all administrative and engineering burdens. Concurrent with any ECP delivery, the contractor must deliver a complete, updated Technical Data Package (TDP) including all engineering drawings and technical data required to authorize USAF use of updated parts; delivery of an ECP without accompanying technical drawings constitutes an incomplete deliverable. The contract specifies mandatory concurrent delivery of ECPs and TDPs as a single unified package, with the government rejecting any staggered, delayed, or partial submissions. The period of performance extends from contract award through 31 October 2027, with deliverables including Bill of Materials, Technical Reports, Engineering Change Proposals, Product Drawings, and Notices of Revision per specified DoD Data Item Descriptions. All technical data, drawings, and associated lists shall be delivered with Government Purpose Rights or Unlimited Rights per R-DFARS 252.227-7015.

Attachment 1: T400 FY27 SOO

Attachment 1

Engine Component Improvement Program (CIP) Statement of Objectives

TITLE:

T400 Technical Orders/ Bill of Materials/ Illustrated Parts Breakdown Maintenance

PURPOSE

This task shall provide a means by which contractor shall provide updated part numbers, part drawings, engineering changes, engineering change packages, etc. to keep the T400 engine concurrent with the latest commercially available parts. Due to the lack of a CIP or other contractual means to maintain this list for the recent past, the USAF technical data is old and some part numbers are no longer able to be sourced or are hard to source, creating supply chain and logistics issues.

SCOPE

1.0 Scope of Work

The Contractor shall conduct a comprehensive Bill of Materials (BOM) scrub for the Air Force (AF) T400 engine. If a bill of materials cannot be located, the contractor will establish one. The primary objective is to resolve part obsolescence, modernize the supply chain by identifying commercial equivalents and superseded parts, and seamlessly integrate these updates into the AF enterprise through Contractor-developed Engineering Change Proposals (ECPs) and updated technical data.

2.0 Specific Task Requirements

2.1 T400 BOM Baseline and Prioritization

The Contractor shall deliver a comprehensive, component-level BOM for the AF T400. The Contractor shall prioritize the execution of this BOM scrub/creation starting with the top five (5) components currently identified as the primary drivers of work stoppages (or Mission Impaired Capability Awaiting Parts - MICAP). The Government will concur on the final list of the top five work stoppage drivers within 30 days of contract award.

2.2 Part Number Obsolescence and Equivalency Analysis

For every component analyzed during the SOW period of performance, the Contractor shall research, identify, document, and provide updated part numbers. This requirement mandates the delivery of:

• Fully qualified commercial equivalent part numbers that meet original Form, Fit, Function, and Interface (F3I) requirements.

• A complete lineage of all superseded historical part numbers associated with the component.

2.3 Engineering Change Proposal (ECP) Generation

If the BOM scrub identifies commercial equivalents or new part numbers that are not currently authorized on the AF T400 BOM, the Contractor shall be strictly responsible for the end-to-end development, engineering analysis, preparation, and delivery of all required ECPs. The Contractor shall provide these ECPs in a "ready-for-Government-approval" state, absorbing the administrative and engineering burden required to authorize the parts for AF use. The USG understands the risk that equivalent parts may not exist for some part numbers.

2.4 Technical Data and Engineering Drawings

Concurrent with the delivery of any ECP (as defined in Section 2.3), the Contractor shall deliver a complete, updated Technical Data Package (TDP). This TDP must include all updated engineering drawings and associated technical data required to formally add and authorize the United States Air Force (USAF) as an approved user of the updated/commercial equivalent part numbers. Delivery of an ECP without the accompanying updated technical drawings shall be considered an incomplete deliverable.

2.5 Mandatory Concurrent Delivery of ECPs and Technical Data Packages The Contractor shall deliver all required Engineering Change Proposals (ECPs) and their corresponding updated Technical Data Packages (TDPs)—specifically including all modified or newly generated engineering drawings—concurrently as a single, unified deliverable package.

The Government considers the ECP and its associated technical drawings to be mutually dependent. Therefore, the Government shall reject any ECP submission that is not accompanied by its fully updated, corresponding technical drawings at the exact time of delivery. Staggered, delayed, or partial deliveries of these components shall constitute a failure to meet the delivery requirements and shall not satisfy the schedule milestones defined in Section 3.0.
