About this opportunity

Veterans Integrated Service Network 19, Veterans Health Administration, Department of Veterans Affairs seeks comprehensive wayfinding visitor guides and an interactive mapping system for Cheyenne VA Medical Center, with proposals due September 9, 2026. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside with 100% small business reservation under NAICS 541430 (Graphic Design Services). Questions closed August 26, 2026.

Place of performance is Cheyenne, Wyoming (2360 E. Pershing Boulevard). The scope covers nine buildings totaling approximately 260,000 square feet across multiple levels and requires delivery of 750 printed 12-page visitor guides (7" × 9.5" trim), 1,800 quick-reference tear-off sheets (18 pads of 100 sheets each), ten "You Are Here" wall maps with printing and installation, one banner approximately 48" × 12", and an interactive digital map hosted on the contractor's external server accessible via QR codes, Edge, Chrome, Internet Explorer 9+, and HTML5-compatible browsers. Contractor must conduct site visits, validate mapping data from provided source files (CAD, BIM, PDF), provide new or licensed aerial photography, and maintain maps with four annual updates. The VA will provide source documents, logos, engineering floor plans, site plans, digital artwork, signage directories, and photos. All printed materials, shipping, and freight costs are included in firm-fixed price. Contract runs September 30, 2026 through September 29, 2027 (base period) plus four one-year option periods, with Emergency Department expansion and clinic renovations scheduled for FY27 completion included in Option Year 1 annual maintenance pricing.

Contractor must demonstrate three prior references and provide six hyperlinks to comparable interactive maps developed for similar facilities within three years. The prime contractor cannot subcontract more than 50% of total government payment to firms not VIP-listed as SDVOSBs or VOSBs. Supplemental insurance requires minimum general liability coverage of $500,000 per occurrence, workers' compensation, and automobile liability. Evaluation weighs technical capability, price, and past performance.
