This file is an Amendment to Solicitation and Questions & Answers document for a federal contract opportunity issued by the Department of Veterans Affairs Network Contracting Office (NCO 19) for Wayfinding Visitor Guides at the Cheyenne VA Medical Center. The solicitation number is 36C25926Q0776, with a response deadline extended to September 9, 2026, at 10:00 AM Mountain Time. The contracting office is located in Greenwood Village, Colorado (ZIP 80111), and the point of contact is Charles Gritzmacher. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside acquisition with a NAICS code of 541430 (Graphic Design Services) and Product Service Code T001 (Photo/Map/Print/Publication - Arts/Graphics).
The scope includes developing comprehensive wayfinding solutions for nine buildings at Cheyenne VAMC totaling approximately 260,000 square feet across multiple levels. Deliverables include: 750 printed 12-page visitor guides (7" x 9.5" trim size), 1,800 quick-reference tear-off sheets (18 pads of 100 sheets each), ten physical "You Are Here" wall maps with printing and installation, one banner approximately 48" x 12" (VA provides stand), and an interactive digital map hosted on the contractor's external server accessible via QR codes, Edge, Chrome, Internet Explorer 9+, and HTML5-compatible browsers. The contractor must conduct site visits, validate mapping data from source files (CAD, BIM, PDF), provide new or licensed aerial photography, and maintain the maps with four annual updates. The contract structure includes a base period (September 30, 2026 – September 29, 2027) with four one-year option periods. All printed materials, shipping, and freight costs are included in the firm-fixed price. The Emergency Department expansion and clinic renovations scheduled for FY27 completion are included in Option Year 1 annual maintenance pricing. The VA will provide source documents, logos, and signage directories, while the contractor is responsible for photography and validation of all mapping content. Final delivery location is 2360 E. Pershing Boulevard, Cheyenne, Wyoming.

Please identify the source files VA will provide for mapping and floor-plan development (for example, CAD, BIM, GIS, PDF engineering drawings, or other formats) and whether those files accurately reflect current conditions. Current Engineering floor plan of the areas to be included in the Visitor Guide, Current Campus Plan Site, Ancillary/Information copy of electronic word processing format, digital art of your hospital logo (.eps format preferable), high resolution photograph of the hospital (for front cover, if photo desired).
VA can provide CAD, BIM, and PDF of current floor plans to the awarded bidder as well as current signage directories. VA logo can be provided in PDF or JPEG. Contractor shall be responsible for a high-resolution photograph of the hospital.
Please clarify the respective responsibilities for converting Government-furnished engineering drawings/site plans into simplified visitor-facing floor plans and for establishing and validating destination names, routes, entrances, parking assignments, and other wayfinding data. Will VA provide an authoritative destination/location list and validate routing accuracy, or is the contractor expected to develop and validate this information from the source files and site visit?
Contractor shall develop and validate information from the source files and site visit.
Please confirm that Community Based Outpatient Clinics (CBOCs) are required only as reference locations on the vicinity map and are not required to be individually mapped or incorporated into the point-to-point interactive wayfinding system.
CBOCs are not required to be individually mapped or incorporated.
Does VA have existing campus maps, printed visitor guides, destination lists, room/department directories, signage inventories, or other wayfinding materials that will be provided as reference content to the contractor?
VA has existing campus maps as well as signage directories that the contractor can reference and verify accuracy.
2. Printed Materials, Wall Maps, and Floor Banner The SOW describes the production booklet as an 8-page, 7 x 9.5 inch self-cover booklet, while the first hard-copy proofs are described as a 12-page, 7 x 9 inch booklet, and other sections refer to an “8- or 12-page” booklet. Please confirm the required final production page count (including front and back cover), trim size, binding/finishing, bleed, full-color requirements, and paper stock, and whether the first hard-copy proofs must match the final production format.
Contractor shall provide 750 total books with 12 pages.
Please confirm whether “1,800” quick-reference maps means 1,800 total 8.5 x 11 inch sheets assembled into 18 pads of 100 sheets each. Please also confirm the required padding edge, adhesive, chipboard/backing specification, and packaging.
The contractor shall provide 18 pads of 100 sheets each. These will be quick tear-off sheets. No additional padding, adhesive, or backing is required for the pads.
Please confirm that the ten “You Are Here” wall maps are print-ready electronic file deliverables only and that physical printing/mounting/installation is not required. Please provide the required sizes, orientations/locations, and electronic output format(s).
Contractor shall provide physical printing/mounting/installation of the ten “You Are Here” wall maps.

Contractor shall provide “You Are Here” banner; VA will provide the stand. Approximate dimensions shall be 48” tall by 12” wide.
Please provide or identify all applicable VA branding, accessibility, iconography, signage, and print-design standards that the contractor must follow.
Contractor shall reference the VA signage design manual for additional information.
Please confirm which production content VA will furnish with sufficient rights for use in the project, including logos, photographs, maps, copy, icons, and other visual assets, and identify whether the contractor is expected to obtain or license any stock photography, fonts, icons, or other third-party creative assets.
Reference Question 3.
3. Interactive Map, Accessibility, Hosting, and Privacy Please confirm the digital accessibility requirements applicable to the desktop/mobile interactive map, including whether Section 508 and WCAG compliance is required and, if so, the required WCAG version and conformance level. Please also confirm whether an Accessibility Conformance Report (ACR/VPAT) is required with the quotation or before acceptance.
Digital maps shall reside on an external server and shall not be associated with the Cheyenne VA Medical Center. The digital products shall be accessed via Edge, Chrome, Internet Explorer 9 and above, any other HTML5 compatible browser as well as smartphones (Android & iOS). The products shall not access patient data and/or use any health information management systems within the Cheyenne VA Medical Center.
The SOW states that the interactive map will reside on the contractor’s external server. Please clarify how VA intends to present the application to users (for example, an external link from VA.gov, embedding within a VA webpage, or use of a VA-controlled domain/subdomain) and identify any applicable VA web, security, hosting, SSL/TLS, or approval requirements.
VA intends to present the application via a contractor-provided QR Code, external link from VA. QR codes shall be located at each “You Are Here” floor banner.
The SOW requires users viewing the desktop map to be able to send map images to a mobile phone, while Section 7 states that no PII will be collected. Please clarify whether SMS/text functionality is mandatory and identify the permitted method for processing phone numbers, including any retention, logging, privacy, or security restrictions.
Access via desktop will be for the COR managing the wayfinding contract. No SMS/text functionality will be utilized via the desktop app. Patients/visitors will access the map via QR code. No personal patient/visitor information shall be retained on the app.
Please identify any required hosting/service levels, including uptime, response time, backup/disaster recovery, browser support, maintenance windows, and technical support requirements.
Contractor shall respond via call or email within 24 hours upon receiving notification of system non-compliance.
The SOW states that the vendor will retain the Illustrator file and VA will own the high-resolution PDF. Please clarify the required source-file handoff and VA licensing/ownership rights for all project assets, including floor-plan graphics, routing/location data, photographs/aerial imagery, QR-code destinations, database/content files, and other materials used by the interactive map.
At contract expiration or termination, what digital assets must be delivered to VA? At contract expiration, the contractor shall submit the full system at that time, I.E., floor plan graphics, photographs/aerial imagery, database/content files, and other materials used by the interactive map.
4. Site Visit and Aerial Photography Does the aerial photography requirement require new photography captured specifically for this project, or may the contractor use appropriately licensed current aerial imagery if it is suitable for development of the 3-D campus rendering?
Contractor is authorized to use appropriately licensed current aerial imagery if at an acceptable resolution. Otherwise, the contractor shall provide new photography.
If new aerial photography is required, will VA authorize unmanned aircraft/drone operations on the Cheyenne VAMC campus, and will VA coordinate any necessary facility, security, airspace, or other approvals?
VA can coordinate unmanned drone operations at the time of new photography.
Does VA anticipate one contractor site visit for Task 1, and what duration should offerors assume for pricing? Will VA provide escorted access to all buildings, floors, corridors, entrances, parking areas, and other locations necessary to verify mapping conditions? Please identify any badging, background-check, safety, infection-control, or other access requirements that must be completed before the visit.
VA can provide escorting for a one-day site visit for Task 1. Contractor will be able to access all unattended areas via escorting. Badging will not be required as long as an escort is present. Rules and regulations for contractors on site will be sent to the contractor via the pre-bid instructions.
5. Technical Capability and Past Performance SOW Section 6 requires six publicly accessible hyperlinks to fully functional interactive maps developed for facilities of like size and area within the past three years, while the evaluation criteria separately require three relevant past-performance references. Please confirm that these are separate requirements and whether the same projects/references may be used to satisfy both requirements.
The same projects/references may be used to satisfy both requirements.
For the six interactive-map examples required by SOW Section 6, must the projects have been performed directly by the SDVOSB prime offeror, or may qualifying experience of a proposed subcontractor/team member be submitted as evidence of the offeror team’s technical capability?
Qualifying experience of a proposed subcontractor/team member can be submitted as technical capability.
Please define “facilities of like size and area” for purposes of the six interactive-map examples. Will VA accept healthcare campuses or other complex facilities of comparable navigation complexity even if their square footage, building count, or geographic footprint is not substantially identical to Cheyenne VAMC? The portion of the facility that will require wayfinding is roughly 260,000 sqft. Contractor shall present past projects that will give a good representation of a multi-level facility in order to ensure proper functionality was achieved on the prior projects.
The SOW requires examples of 8- or 12-page booklets produced for other VA Medical Centers. Must these booklet examples have been produced specifically for VA Medical Centers, or will VA accept comparable visitor-guide/map booklets produced for other hospitals, healthcare systems, government facilities, or similarly complex campuses? May qualifying examples from a proposed subcontractor/team member be submitted?
VA will accept comparable visitor-guide/map booklets produced for other hospitals, healthcare systems, government facilities, or similarly complex campuses as qualifying examples.
6. Maintenance, Updates, and Follow-on Work Please define the scope of map changes included in the annual maintenance price. Is there an anticipated or maximum number of routine content/map updates per contract year, and what turnaround time will be required for requested changes?
Cheyenne VAMC has temporary diverts due to emergencies and projects. Contractor shall be responsible for 4 updates annually to ensure the interactive maps coincide with current facility conditions.
The SOW states that edits to the interactive map will also be applied to hard-copy maps simultaneously. Please confirm that annual maintenance requires updating the corresponding electronic print files/source content only and does not include physical reprinting and delivery of additional booklets, quick-reference maps, wall maps, or banners unless separately ordered.
Annual maintenance will only be required for the electronic print files/source content only. Contractor shall provide new booklets, quick-reference maps, and wall maps for OY1 to accommodate the Emergency Expansion and clinic renovations completed in FY27. Additional booklets, quick-reference maps, wall maps, and banners will be ordered separately by the VA for the corresponding option years.
The SOW identifies clinic relocations and a new Emergency Department wing scheduled for FY27 completion as possible follow-on work. Please clarify whether mapping and integration of a major building expansion/new wing is included in the fixed-price annual maintenance CLINs or would be separately scoped and priced as follow-on work.
The Emergency Department expansion and clinic renovations scheduled for FY27 completion shall be included in the OY1 pricing of the contract via the annual maintenance updates.
7. Schedule, Proofs, Approvals, and Acceptance Please provide the anticipated dates or target timeframes for Government source-file/data delivery, contractor site visit, first proof, final approval, production, and shipment. The SOW states that the delivery schedule is “to be negotiated with contractor”; please clarify any required interim milestones that offerors should assume for pricing and technical approach.
VA COR requires a minimum of 2 progress reviews of the program before installation for review of conformance and accuracy.
Please identify the anticipated number of design/proof revision cycles prior to final approval. Does VA anticipate a defined number of consolidated revision rounds, or should offerors price revisions through final proof acceptance without a stated limit?
A minimum of 2 progress reviews shall be held with the VA COR to ensure conformance and accuracy.
Will VA designate a single Government point of contact authorized to consolidate stakeholder comments and provide formal design/proof approval to the contractor?
Yes, VA will appoint a COR that will manage all comments and provide final approval to the contractor.
Can the signed Final Proof Notice serve as the production-acceptance baseline, such that material Government-directed content or scope changes after final proof approval would be handled through a written contract modification as applicable?
Yes, the VA COR will serve as the final acceptance baseline.
Does the 30-day post-approval production/delivery period mean 30 calendar days or 30 business days?
30 calendar days.
Please confirm the final delivery/receiving location for the printed materials and floor banner/stand, including any loading-dock, inside-delivery, appointment, pallet/carton labeling, packaging, or other receiving requirements. Please also confirm that all freight/shipping costs are to be included in the firm-fixed price. 2360 E. Pershing Blvd., Cheyenne, WY. Contractor shall be available to receive items once shipping confirmation and tracking number is received, or contractor shall provide a delegated individual to receive materials. Freight/shipping costs shall be included in the firm/fixed price.
8. Pricing, Options, Evaluation, and Solicitation Clarifications Please clarify the basis of award. The solicitation states that award will be made to the offeror whose quotation is most advantageous to the Government, price and other factors considered, and that VA may select other than the lowest-priced quotation. However, the detailed evaluation process states that VA will evaluate the lowest-priced quotation first and, if it is reasonable, technically capable, responsible, and has satisfactory past performance, identify that offeror as successful before evaluating higher-priced quotations. Is this acquisition being evaluated as Lowest-Priced Technically Acceptable (LPTA), or will VA conduct a best-value tradeoff among price, technical capability, and past performance?
The evaluation of quotes will be conducted as stated in the solicitation.
The Price/Cost Schedule identifies CLIN 1001 as Option 1 and CLINs 2001, 3001, and 4001 as Option 2, and the period of performance shown for CLIN 3001 appears inconsistent with the annual option sequence. Please provide a corrected Price/Cost Schedule identifying the proper option-year designations and periods of performance for CLINs 1001 through 4001.
CLIN 0001 – Wayfinding Solutions Baseline Package CLIN 1001 – Option Year 1 CLIN 2001 – Option Year 2 CLIN 3001 – Option Year 3 CLIN 4001 – Option Year 4
VAAR 852.219-73(e) provides alternative limitations-on-subcontracting compliance measurement periods, but neither selection appears to be marked in the solicitation. Please identify the applicable compliance measurement period for this acquisition.
The measurement period for this requirement is by the end of the base term of the contract or order, and then by the end of each subsequent option period.
For purposes of administering the limitations on subcontracting requirement, please clarify whether identifiable third-party direct costs that are not the principal purpose of the acquisition, such as cloud/hosting infrastructure, telecommunications/SMS charges, travel, or aerial imagery, should be separately identified and treated in accordance with the other-direct-cost exclusion described in VAAR 852.219-73(d)(1) and 13 CFR 125.6.
In the case of a contract for services (except construction), the SDVOSB prime contractor will not pay more than 50% of the amount paid by the government to the prime for contract performance to firms that are not VIP-listed SDVOSBs (excluding direct costs to the extent they are not the principal purpose of the acquisition and the SDVOSB/VOSB does not provide the service, such as airline travel, cloud computing services, or mass media purchases). When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract
Section C.4 requires evidence of general liability insurance “without any exclusionary clauses for asbestos that would void the general liability coverage.” Because the SOW does not identify any asbestos-related work, please confirm whether this asbestos-specific insurance requirement applies to this wayfinding services acquisition and, if so, clarify the required coverage.
This requirement does not involve any asbestos-related work.
