About this opportunity

The U.S. Army Recruiting Division is seeking sources to produce and provide 65,000 black T-shirts featuring the official U.S. Army logo applied to multiple locations including the left chest area, back, and right sleeve with an American flag design. The procurement requires Buy American Act compliant shirts made of 50% cotton and 50% polyester blend, with specific screen printing requirements using Pantone 123C yellow, opaque white, Pantone 193 red, and Pantone 282 blue inks across multiple screens. Vendors must demonstrate capability to handle manufacturing or sourcing of compliant shirts, recommend appropriate printing processes for the detailed artwork specifications, and manage delivery logistics to approximately 50 locations within the continental United States with shipping and tracking information. The agency is requesting responses to seven specific questions covering manufacturing capabilities, shirt origins, printing processes, delivery logistics, lead times, pricing, and additional information requirements. Interested vendors must submit capability statements and non-binding budgetary quotes to the primary point of contact at steven.j.mann.civ@army.mil by the July 21, 2025 deadline.

This opportunity is designated as a Total Small Business set-aside, restricting participation to qualified small business concerns. No incumbent contractors or current service providers are identified in the solicitation materials. While specific budget ranges are not disclosed, the government is requesting vendor input on fair pricing per shirt for the complete production, printing, and shipping of 65,000 units. The procurement involves detailed packaging requirements with individual shirts folded and placed in poly bags displaying the Army logo and size information. Vendors are expected to provide reasonable lead time estimates for producing and shipping the substantial quantity of 65,000 T-shirts to the distributed delivery locations across the continental United States.
