About this opportunity

The Western Area Power Administration (WAPA), a civilian agency under the Department of Energy, is soliciting line hardware materials and wire for transmission line infrastructure. The procurement covers eight line items of specialized electrical components including Y-ball clevises, suspension clamps, strand splices, vibration dampers, armor rods, and copper ground wire required for Phase 12 of the Wolf Point to Poplar 115kV transmission line rebuild. Vendors may quote brand-name products or equivalent alternatives, but must submit complete descriptive literature, country of manufacture information, and delivery lead times for all quoted items; proposals that omit this information will not be considered. The solicitation does not specify explicit evaluation criteria beyond these documentation requirements and compliance with federal procurement regulations. The proposal due date is October 30, 2025, with a proposed contract effective date of the same day, and all questions regarding the solicitation must be directed to Contracting Officer M. Kris Pfeifle at pfeifle@wapa.gov.

This is a 100% small business set-aside opportunity, restricting competition to qualified small business concerns and making it unavailable to large contractors. No incumbent contractor or current contract information is disclosed in the solicitation materials. The notice does not provide specific award value or budget range for this procurement. The solicitation covers eight distinct line items for electrical hardware and supplies with varying quantities and specifications for each component type. Performance will take place at Fort Peck, Montana 59248, with delivery required FOB Destination, and all successful contractors must comply with electronic invoice submission requirements through the Treasury's Invoice Processing Platform.
