The Military Sealift Command is seeking a Firm-Fixed Price Purchase Order for Controllable Pitch Propeller (CPP) blade refurbishment services and bolt procurement for the USNS HARVEY MILK. The solicitation targets Original Equipment Manufacturers (OEMs), specifically Rolls Royce Marine North America, Inc. (RRMNA) and Kongsberg Maritime, Inc. (KMI), to inspect, repair, clean, and polish four CPP blades and provide 64 modified propeller blade bolts. (KMI) without providing for full and open competition for the services; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A properly approved Justification and Approval for Use of Other than Full and Open Competition is included as Attachment III.
