About this file

This Performance Work Statement (PWS) details the maintenance requirements for four Controllable Pitch Propeller (CPP) blades for the USNS John Lewis (T-AO 205), to be performed at a contractor's facility. The project involves comprehensive blade refurbishment, including visual and non-destructive testing, machining of blade flanges and bolt holes, repairing minor nicks and cracks, and providing 64 new propeller blade bolts modified per specified requirements. The period of performance spans from contract award through April 30, 2025, with the final deliverable being fully certified blades and bolts to be shipped to Alabama Shipyard in Mobile, AL.

The solicitation is issued by the Military Sealift Command, targeting Original Equipment Manufacturer (OEM) authorized field service representatives, specifically from Rolls Royce Marine North America, Inc. (RRMNA) or Kongsberg Maritime, Inc. (KMI). The contract will be awarded as a Firm-Fixed Price (FFP) Purchase Order, with a non-competitive approach justified by a pre-approved document. Each of the four CPP blades has specific serial numbers, weights, and locations, with known repair requirements including porosity and linear indications in various blade bolt holes that must be addressed during the refurbishment process.
