About this opportunity

The Department of the Air Force Air Education and Training Command (AETC) issued this Special Notice on April 7, 2026, for the design, manufacture, and installation of T-7A aircraft sunshade shelters at Randolph Air Force Base in Texas. The 12th Maintenance Group requires three new shelter bays totaling protection for six T-7A aircraft: one bay will be added to an existing row currently under construction, while two additional bays will form a new standalone row. This opportunity is being solicited as a sole source award to the incumbent contractor, as awarding to any other firm would be impractical due to the need to attach the new structure to the existing row, which would violate the warranty on current work and create unacceptable government risk. The contracting activity is the 502d Contracting Squadron at JBSA Randolph.

Contractors must complete all design, manufacturing, and installation work within 300 calendar days of contract award, with a firm deadline of April 28, 2026, to submit proposals. The scope includes comprehensive design and construction services with structural and electrical engineering designs sealed by licensed Texas engineers, concrete foundation work, electrical infrastructure supporting 120-208V/400Hz and 480V/60Hz power delivery, LED lighting systems, lightning protection per NFPA 780, and associated site work including pavement repairs and markings. This solicitation is set aside for small businesses under the Total Small Business designation, meaning only small business concerns are eligible to compete. The contractor must provide complete technical data packages and intellectual property rights to the government as part of the award, enabling future competitive procurement for T-7A sunshade maintenance and construction to mitigate vendor lock-in and promote long-term competition.

Notice text

The 12th Maintenance Group is installing new sunshades to support the initial deployment of T-7A aircrafts. The project includes three new bays in total. One of these bays will be added to an existing row of sunshades that is already scheduled for installation. The other two bays will be constructed as a new, standalone row. Each bay is designed to shelter two T-7A aircrafts. This will be solicited as a Sole Source based on the awarding this to any other firm would be impractical, as it would require them to attach their structure to the end of the existing row, which would violate the warranty of the work currently underway and create unacceptable risk for the government.
