About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base issued a Limited/Sole Source Justification Notice for an Indefinite Delivery Indefinite Quantity (IDIQ) engineering services contract to provide technical and logistical support for the T-38 weapon system fleet, including T-38A/B/C models. The contract was awarded to Northrop Grumman Systems Corporation (NGSC) on September 29, 2025, with an estimated total cost of $41 million over an 11-year period comprising a 5-year base period and a 5-year option period. The sole source justification is based on NGSC's exclusive ownership of proprietary engineering data, manufacturing processes, trade secrets, and airframe-specific test procedures that are critical to T-38 maintenance and fleet sustainment, making NGSC the only firm capable of providing the required specialized engineering services. The contract encompasses four major engineering service categories and will support T-38 operations for multiple foreign military sales countries, including Canada, Belgium, Denmark, Germany, the Netherlands, Norway, Portugal, Romania, Spain, Turkey, and the United Kingdom. This acquisition was pursued under other than full and open competition due to the uniqueness of the technical requirements and the extended retirement timeline for the T-38 aircraft pending the full deployment of the T-7A replacement aircraft.
Notice text
The purpose of this effort is to have NGSC provide technical and logistical support for all configurations of the T-38 weapon systems, which will include the T-38A/B/C models.
Due to ongoing slips in the T-7A replacement aircraft schedule, the Government expects the retirement date to extend. To meet aircraft modification and life cycle sustainment mandates, an increased need for specialized engineering services is required to keep the fleet operating safely and effectively.
This acquisition is for performance of a highly specialized service that require the use of manufacturing processes, trade secrets, engineering data, historical databases and airframe specific test procedures critical to the maintenance of the T-38 airframe baseline.
Northrop Grumman holds exclusive property and trademark rights to engineering data, such as drawings, process specifications, engineering reports requiring development, and qualification for acceptance. As such, Northrop Grumman is the only firm capable of providing the supplies and services.
Awarded contract FA8220-25-D-B002 to unknown vendor for unknown amount on 2025-09-29.
