About this opportunity

The National Institutes of Health Advanced Research Projects Agency for Health (ARPA-H) seeks proposals for SPECTRA (Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency), an integrated autism research and precision intervention program structured around four technical areas, with Solution Summary submission deadlines staggered across October 2026 through January 2027. Amendment 1 (posted October 14, 2026) updates due dates and times for all technical areas.

The solicitation is an Innovative Solutions Opening (ISO) issued as Other Transaction agreements, with no set-aside used. Eligibility is limited to commercial performers, academic institutions, and non-profit organizations; FFRDCs and federal entities are excluded. Work must be conducted in the United States, though non-domestic performers may collaborate with domestic entities. Active SAM.gov registration and Unique Entity Identifier are required.

The four technical areas are: TA1 (Multi-Factor Analysis and Trajectory Identification), TA2 (Population-Scale Modeling and Data Integration), TA3 (Precision Intervention and Trajectory Testing), and TA4 (Technologies for Communication, Quality of Life, and Embedded Assessment). Solution Summary deadlines are October 21, 2026 at 3 p.m. ET for TA4; December 2, 2026 at 3 p.m. ET for TA1 and TA2; and January 19, 2027 at 3 p.m. ET for TA3. Full proposal deadlines will be announced by later amendment. TA4 Solution Summaries are limited to seven pages (excluding cover pages, basis of estimate, resource share strategy, and citations) and must use 12-point Avenir Next LT Pro font.

ARPA-H will evaluate Solution Summaries and either encourage or discourage proposal submission; proposers should weight government feedback significantly. Evaluation criteria include scientific and technical merit, proposer capabilities and experience, price and value analysis, and relevance to ARPA-H mission. The program includes shared resources for data coordination, community engagement, responsible-use controls, independent verification and validation, and transition support, with anticipated phased program reviews and potential down-selects based on technical progress. NAICS code is 541715; PSC code is AN13. Questions must be submitted via the Solutions site Ask-A-Question portal; questions regarding which TA to address or specific scope determinations will not be answered.

Update #2 · Latest ·

Amendment 1 (10/14/2026): Update due dates and/or times of all TAs

SPECTRA will identify and act on autism trajectories, the evolving developmental paths individuals follow across the lifespan from the prenatal period through aging, spanning autism characteristics, co-occurring conditions, and functional outcomes together with the genetic, biological, behavioral, iatrogenic (medical influences), environmental factors and their nonlinear interactions. Rather than examining these factors in isolation, SPECTRA will examine how they combine and interact, including their nonlinear interactions, to produce autism and its co-occurring conditions over time.

SPECTRA will also develop technologies that serve two purposes at once: extending reliable assessment beyond the clinic while improving everyday communication, function, and quality of life. The same tools people use to live more fully will also generate the data that drive measurement and personalized care.
