About this file

This document is a Solution Summary template required for proposals submitted to the SPECTRA Innovative Solutions Opening (ARPA-H-SOL-26-163), specifically for Technical Area 4 (TA4): Technologies for Communication, Quality of Life, and Embedded Assessment.

Proposers must submit a single Solution Summary covering one Technical Area with a maximum length of seven pages, excluding cover pages, basis of estimate, resource share strategy, and citations. All submissions must be in English using 12-point Avenir Next LT Pro font, with smaller fonts permitted only for figures, tables, and charts. The template requires proposers to complete cover page information including prime organization details, key personnel contacts, human subjects involvement status, total ARPA-H funding requested across all phases, resource sharing details (government and performer percentages), places of performance, and sub-awardee/consultant team member information with organization types (for-profit, non-profit, or academia). The substantive content sections require: a concept summary explaining how the solution addresses TA4; innovation and impact analysis with quantitative metrics comparing the proposed technology to current and emerging solutions; proposed work describing expected outcomes, milestones, technical approach, supporting evidence, alignment with TA4 goals (co-design with autistic individuals, accessibility across communication profiles, on-device processing, privacy and security protections, and interoperability with SPECTRA common data model), adoption challenges, and technical risks; and team organization identifying roles, responsibilities, and key personnel with anticipated levels of effort. Supporting materials include a basis of estimate covering all direct and indirect costs, a preliminary resource share strategy describing sources and timeline for resource support, and references cited with complete bibliographic information and persistent identifiers.

ATTACHMENT A1: T A 4 SOLUTIONS SUMMARY MODEL

Use of this template is required for Solution Summaries submitted to the SPECTRA ISO

All submissions must be written in English with 12-point Avenir Next LT Pro font. Font sizes of 8 or 10 point may be used for figures, tables, and charts. Instructions and content recommendations are displayed in blue font and should be deleted prior to Solution Summary submission.

Proposers are required to submit a Solution Summary in advance of a full proposal. Proposers will submit a single Solution Summary covering a single Technical Area. The maximum length for any submission is 7 pages. Pages exceeding this limit may not be reviewed. Cover page, basis of estimate (BOE), resource share strategy, and citations are excluded from page count

NOTE: Each template attempts to provide proposers with guidance on development of submission content. It is the proposer’s responsibility to ensure submission content meets the evaluation criteria stated in the ISO.

Page limit includes: Page limits do NOT include:

Sections 1 - 4 Cover Page Basis of Estimate (BOE)(s) (see Solution Summary Template section

5) Resource Share Strategy (see Solution Summary Template section 6) Citations (see Solution Summary Template section 7)

1. CONCEPT SUMMARY

Describe the Solution Summary concept with minimal jargon and explain how it addresses SPECTRA Technical Area 4 (TA4): Technologies for Communication, Quality of Life, and Embedded Assessment.

2. INNOVATION AND IMPACT

Clearly identify the outcome(s) sought and/or the problem(s) to be solved with the proposed technology concept. Describe how the proposed effort represents an innovative and potentially revolutionary solution to the SPECTRA TA4. Explain the concept’s potential to be disruptive compared to existing and emerging technologies. To the extent possible, provide quantitative metrics in a table that compares the proposed technology concept to current and emerging technologies which may include:

• A progression of increasingly complex technical challenges.

• State of the art / emerging technology “baseline.”

• Aggressive metrics for each year of the proposed project.

• Summary of specific outcomes from the proposed project or concept.

3. PROPOSED WORK

3.1 Describe the expected outcomes, high-level milestones, and overall technical approach.

Discuss alternative approaches considered and why the proposed approach is most appropriate. Describe previous experience developing similar technologies or solutions for autism or comparable populations, including what reached real-world use, with whom, and for how long.

3.2 Summarize the evidence supporting the approach, including relevant theory, modeling, experimental results, and supporting data and citations where available. Include any pilot, feasibility, or usability data from the intended population, including minimally verbal and non-speaking individuals.

3.3 Summarize how the proposed work meets the TA4 goals: co-design with autistic people, families, and caregivers rather than end-stage consultation; accessibility across communication profiles, including minimally verbal and non-speaking users; integration of complementary modalities into a unified capability; on-device or edge processing and, where voice is involved, automatic speech recognition; privacy, security, and safety protections for home audio, video, and physiological data, including what data must leave the home and why; and interoperability with the SPECTRA common data model so outputs can feed TA1 and TA2.

3.4 Identify the principal adoption challenges and path to real-world use. Explain why the effort poses a significant technical challenge, identify the key technical risks, and describe how those risks are counterbalanced by the potential for transformative impact.

4. TEAM ORGANIZATION AND CAPABILITIES

4.1 Indicate the roles and responsibilities of the organizations and key personnel comprising the Project Team.

4.2 Provide the name, position, and institution of each key team member and describe in 1- 2 sentences the skills and experience they bring to the team. Key team members include the individuals who are expected to contribute to both the scientific and technology development or execution of the project in a substantive, measurable way. Include anticipated level of effort for all key personnel.

5. BASIS OF ESTIMATE (BOE) – NOT INCLUDED IN THE PAGE LIMIT

5.1 Identify a BOE that encompasses all costs and resources for the entire proposed project team. The BOE should include direct labor, materials, supplies, equipment, travel, profit/fee, indirect costs, and any other relevant costs associated with the proposed project.

5.2 The BOE should identify whether resource sharing applies. Please further describe your value proposition and/or return on investment for this effort for the U.S. taxpayer beyond scientific or technical outcomes. The following table may be used:

Categories Amount Direct Labor (fully burdened) Labor hours Subcontracts/Consultants Materials Equipment Travel Other Direct Costs Indirect Costs Profit Total (including all phases) Resource Sharing

6. PRELIMINARY RESOURCE SHARE STRATEGY – NOT INCLUDED IN THE PAGE LIMIT

Describe the preliminary resource share strategy, including anticipated source(s) of resource share, when such support is expected to become available, and how the proposed resource share approach supports transition, commercialization, and long-term sustainability.

7. REFERENCES CITED – NOT INCLUDED IN THE PAGE LIMIT

For any references cited in the Solution Summary, provide uniquely identifying bibliographic information in this section, including first author, title, source (e.g., journal or book), year of publication, volume and page numbers (if applicable), and a persistent identifier such as a DOI or PubMed ID, where available.
