About this opportunity

The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), seeks a commercially available, end-to-end automated systematic information review and literature validation support service—potentially incorporating artificial intelligence with human-in-the-loop features—to support occupational safety and health risk management strategy development, with quotes due September 18, 2026 at 4:00 p.m. ET. This is a 100% small business set-aside; the small business size standard is $19.5 million.

Place of performance is Atlanta, Georgia. The acquisition is for application, configuration, validation, and refinement of an existing commercial service, not development of a standalone platform or software product. The solicitation is issued as a Request for Quotation under FAR Part 12 for commercial services.

The Government contemplates award of a single firm-fixed-price, fully funded 36-month contract structured around 12 contract line items spanning three contract years. The service must demonstrate baseline capability at quotation performing all requirements at greater than 85% sensitivity and specificity across three systematic review workflow stages: title and abstract screening, full-text screening, and data extraction, validated against human-reviewed reference standards. Required baseline capabilities include structured data extraction with editable Excel forms showing source quotes and page numbers, table and figure parsing with OCR, data synthesis and meta-analysis, human-in-the-loop effect-measure selection, meta-analytic model generation, and narrative summaries. The service may integrate multiple commercial platforms provided the overall integrated solution is operational at quotation. Technical proposals are limited to 20 pages, excluding cover page, table of contents, resumes, and attachments. Questions are due September 4, 2026 at 4:00 p.m. ET.

The contract requires FIPS 199 Moderate impact level classification and FedRAMP-compliant authorization with agency ATO prior to production use; existing FedRAMP authorization is not required at quotation but a plan to obtain one must be submitted within 10 days of award. Full Section 508 WCAG 2.0 AA conformance is expected for both platform and document deliverables. Evaluation uses a best-value tradeoff with non-price factors significantly more important than price. Award eligibility requires minimum Acceptable ratings on all four technical factors: Demonstrated Baseline Capability (most important), Technical Approach, Management Plan, and Security and Accessibility. An Unacceptable rating on any factor renders the quote ineligible. NAICS code is 541990; PSC is R499.
