About this opportunity

The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground has issued a Special Notice for Systems Engineering and Technical Assistance (SETA) support services for the United States Special Operations Command (USSOCOM). This notice announces an Industry Day event that was originally scheduled for August 27, 2025, but has been postponed due to overwhelming response from interested parties. The government is exploring approaches to recompete the current contract and is considering a single-award indefinite delivery, indefinite quantity (IDIQ) contract structure. The SETA services will cover a wide variety of functional areas including Program/Project Management, Test and Evaluation, Science and Technology, Procurement, Contracting, Logistics, Cybersecurity, Network Engineering, and Software Sustainment and Maintenance. The notice falls under NAICS code 541330 for Engineering Services and PSC R707 for Contract/Procurement/Acquisition Support.

The primary purpose of this Special Notice is to generate industry interest and facilitate collaboration with potential vendors to gather input on making the future contract successful. The postponed Industry Day will serve as a networking opportunity for building potential teaming arrangements among contractors. Key requirements for interested contractors include verifiable past performance supporting USSOCOM, personnel capable of obtaining security clearances up to TS/SCI, TOP SECRET facility clearance with SECRET level safeguarding, CMMC Level 2 certification, and compliance with ISO standards. Services will be required at multiple CONUS locations including Fort Belvoir VA, Fort Bragg NC, Fort Meade MD, Lexington KY, and Joint Base MacDill FL, as well as potentially hazardous duty OCONUS locations. The government intends to use a Cost-Plus Fixed Fee contract structure with 5-7% fee limitation and requires contractors to have a verified cost accounting system. Participation in the Industry Day does not guarantee participation in future solicitations or contract awards, and interested parties should monitor SAM.gov for updates on the rescheduled event date.
