About this file

This is a Request for Information (RFI) issued by the US Army Contracting Command, Aberdeen Proving Ground (ACC-APG), Natick Division on behalf of United States Special Operations Command (USSOCOM) seeking information from vendors interested in competing for a Systems Engineering and Technical Assistance (SETA) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The SETA services will support various functional areas including Program/Project Management, Test and Evaluation, Science and Technology, Procurement, Contracting, Logistics, Ammunition Handling, Flight Operations, Operational Support, Financial Services, Administrative, Legal, Cybersecurity, IT Systems Administration, Help Desk, and Software Sustainment and Maintenance. The government seeks vendors with verifiable past performance supporting USSOCOM with favorable CPARS ratings, personnel capable of obtaining security clearances up to TS/SCI, and field expertise in Special Operations Forces operations and acquisition systems. Vendors must possess a verified cost accounting system as the government intends to use a Cost-Plus Fixed Fee (CPFF) contract with 5-7% fee limitation. Additional requirements include TOP SECRET facility clearance with SECRET level safeguarding, CMMC Level 2 certification, and compliance with ISO standards (9001:2015, ISO/IEC 2000-1:2018, ISO/IEC 27001:2022). The RFI is classified under NAICS code 541330, responses are due by July 27, 2025 at 5:00 PM EST via email in PDF, DOC, or XLS formats, and vendors must be registered in SAM with current CAGE codes.
