About this opportunity
The Defense Information Systems Agency, on behalf of the United States Space Force, intends to award a firm-fixed-price task order under the Joint Warfighting Cloud Capability IDIQ contract to Amazon Web Services on a sole-source basis for System Delta 81 Secure Cloud services supporting Test and Training application development and deployment.
The justification cites FAR 16.507-6(b)(2), exception to fair opportunity procurement. Market research beginning December 1, 2025, including direct outreach to Google, Oracle, and Microsoft on June 15, 2026, confirmed AWS is the only cloud service provider with a pre-approved, fully integrated Cross Domain Solution capable of automatically transferring approved SECRET data to TOP SECRET/SCI environments in near real-time while maintaining NSA "Raise the Bar" compliance. The government requires support for live, virtual, and constructive test and training frameworks across Impact Level 5, Impact Level 6/SECRET, and Top Secret/Sensitive Compartmented Information classification levels. An October 2026 deadline driven by sunsetting of an existing private data center supports urgency. Competitors would require an estimated 24 months for custom engineering, testing, and Authorization to Operate adjudication.
Period of performance is 1 year base plus one 1-year option and one 3-month option. Funding is provided through Research, Development, Test, and Evaluation funds. Price reasonableness will be determined through comparison against an independent government cost estimate and JWCC catalog pricing. The Space Force plans to pursue a competitive follow-on requirement by January 1, 2028.
