About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Order to Lockheed Martin Rotary and Mission Systems (LM RMS) for the System Configuration (SC) 28 Fleet Release Program supporting MH-60R/S aircraft variants. This sole-source contract will develop, integrate, test, and deploy a comprehensive fleet release for both United States Navy and Foreign Military Sales aircraft. The government is invoking Title 10, U.S.C. 3204(a)(1) to proceed without full and open competition, citing LM RMS as the sole designer, developer, and manufacturer of the MH-60R and MH-60S aircraft systems. While the contract is not open for competitive proposals, NAVAIR will consider submissions received within thirty days of the synopsis publication. Potential contractors with questions about subcontracting opportunities can contact Ms. Laura Rogers at (607) 751-3111.
The pre-solicitation notice indicates no specific set-aside designations for this contract. The period of performance is projected from February 2026 through July 2028, spanning approximately 30 months. LM RMS will be located at 1801 State Route 17 C, Owego, NY 13827, and will be the primary contractor. The contract falls under NAICS Category 541330 for Engineering Services and PSC Category K016 for Modification of Aircraft Equipment Components and Accessories. While no specific award value is mentioned, the comprehensive nature of the fleet release development suggests a significant investment. The government has explicitly stated that it does not intend to fund development or qualification of alternative sources due to the substantial initial investment and extensive preparation required for manufacturing.
Notice text
The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Order under the Lockheed Martin Basic Ordering Agreement (BOA) N00019-23-G-0002 to Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, New York, for the System Configuration (SC) 28 Fleet Release Program in support of all Type/Model/Series (T/M/S) MH-60R/S aircraft. This contract includes the non-recurring efforts necessary to develop, integrate, test, and deploy an MH-60 Product Line SC28 Fleet Release to all MH-60 air platform variants, inclusive of United States Navy (USN) and Foreign Military Sales (FMS) aircraft. The projected period of performance will be February 2026 through July 2028.
This action is intended to be awarded on a sole source basis to LM RMS under the authority permitting other than full and open competition, Title 10, U.S.C. 3204 (a)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements." LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and weapon system and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services.
Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as production for the supplies listed requires a substantial initial investment or an extended period of preparation for manufacturing. However, the Government will consider all proposals received within thirty days after the publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received may be considered solely for the purpose of determining whether to conduct a competitive procurement.
Questions concerning subcontracting opportunities should be directed to Ms. Laura Rogers at (607) 751-3111.
