About this opportunity

The Department of the Army Medical Command's Medical Readiness Contracting Office - Pacific, supporting Tripler Army Medical Center in Hawaii, intends to procure a Sysmex XN1000BB Automated Hematology Analyzer with Blood Bank Mode through a sole source award to Sysmex America, Inc. The procurement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and is justified under FAR 13.106-1(b)(1), which permits sole source awards below the simplified acquisition threshold when only one source is reasonably available. This pre-solicitation notice serves to fulfill synopsis requirements and determine whether competitive procurement would be in the government's best interest. All questions and responses must be submitted via email to keary.haubner.civ@health.mil by September 5, 2025. The government emphasizes that responses should be complete and detailed enough to demonstrate the organization's qualifications to supply the required medical equipment, though no proprietary or sensitive information should be included.

This opportunity does not utilize any set-aside designations and is open to full competition despite the stated intent for sole source award to Sysmex America, Inc. No specific award values, budget ranges, or quantities are disclosed in the notice. The procurement timeline indicates responses are due by September 5, 2025, providing approximately one week from the August 29, 2025 posting date for interested parties to submit information. The government has included standard disclaimers stating no obligation to award a contract, acknowledge receipt of responses, or provide feedback to respondents. The notice explicitly states it is not a request for competitive quotes but rather an information-gathering exercise to assess market capabilities and determine the appropriateness of the intended sole source approach.
