About this opportunity
The U.S. Army Contracting Command - Orlando (ACC-Orlando) has issued a Special Notice on behalf of the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) regarding the Synthetic Training Environment (STE) Reconfigurable Virtual Collective Trainer (RVCT) effort. The notice serves as an information-sharing platform for industry stakeholders about an upcoming military training technology initiative. This Special Notice includes a Request for Information (RFI) with attached documents that contain Controlled Unclassified Information (CUI). The documents are specifically designed to provide industry partners with detailed insights into the upcoming RVCT program. The notice was posted on January 30, 2025, with a response deadline of March 3, 2025.
The primary objective of the RVCT is to develop adaptable, low-overhead training simulators that can integrate with Synthetic Training Environment Software to enable comprehensive collective combined arms training in realistic environments. Contractors interested in participating must submit a response limited to 10 pages, addressing their capabilities in processes, production, development, fielding, product support, and program management. The anticipated contract award is planned for Q2 FY2027, with contractor responsibilities beginning in March 2027 and platform fielding continuing through FY2039. The current program includes training platforms for various military vehicles and aircraft, including Abrams tanks, Bradley vehicles, Stryker vehicles, Apache helicopters, Black Hawk helicopters, Chinook helicopters, and Shadow UAS. Respondents are expected to demonstrate experience with virtual training systems, DevSecOps practices, Agile methodology, manufacturing capabilities, and program management of Major Capability Acquisitions. The final acquisition strategy, including contract type and potential small business set-aside, will be determined after completing this market research phase.
