About this file

This is a Request for Information (RFI) issued by the U.S. Army Contracting Command-Orlando for market research regarding the Reconfigurable Virtual Collective Trainer (RVCT) program. The RVCT will provide adaptable, low-overhead training simulators that integrate with Synthetic Training Environment Software to enable collective combined arms training in realistic environments.

The RFI seeks industry responses by March 3, 2025, at 4:00 PM EST, with a 10-page limit addressing capabilities in processes, production, development, fielding, product support, and program management. The anticipated follow-on contract award is planned for Q2 FY2027, with contractor responsibility beginning March 2027. The current OTA contract includes platforms for various military vehicles (Abrams, Bradley, Stryker, etc.) and aircraft (Apache, Black Hawk, Chinook, Shadow UAS). Respondents must describe their experience with virtual training systems, DevSecOps practices, Agile methodology, manufacturing capabilities, and program management of Major Capability Acquisitions. The contract will support RVCT platform fielding through FY2039. The acquisition strategy, including contract type and small business set-aside decisions, will be determined after market research completion.

Request for Information (RFI) / Market Research

Reconfigurable Virtual Collective Trainer

(RVCT)

30 January 2025

THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A

REQUEST FOR INFORMATION (RFI) FOR MARKET RESEARCH PURPOSES ONLY.

Background: The Army Contracting Command – Orlando, FL (ACC-Orlando) is issuing a

Request for Information (RFI) for the Program Executive Office for Simulation, Training, and

Instrumentation (PEO STRI). This is being done to conduct market research to identify potential sources, capabilities, and industry technologies available to design, develop, manufacture, and provide support for the Reconfigurable Virtual Collective Trainer (RVCT). RVCT will provide adaptable, low-overhead training simulators that, when combined with Synthetic Training

Environment - Software (STE-SW), enable collective combined arms training in a realistic training environment that is a high-fidelity representation of current and future complex operational environments.

The current OTA contract provides platforms for Abrams M1A2 SEPv2, Bradley M2A3/M2A2

ODS SA, M915 Line Haul Tractor (LHT), M1075 Palatalized Load System (PLS), M1078 Light

Medium Tactical Vehicle (LMTV), M1120 Load Handling System (LHS), M1126 Stryker Infantry

Carrier Vehicle (IVC), M1278 Joint Light Tactical Vehicle (JLTV) Heavy Guns Carrier (HGC), M1151 High Mobility Multipurpose Wheeled Vehicle (HMMWV), Dismounted Squad and

Dismounted Platoon. Additionally, air assets are provided which include the AH-64E Apache, UH-60M Black Hawk, CH-47 Chinook, and the RQ-7B Shadow Unmanned Aircraft System

(UAS). The number, type, functionality, fidelity and availability of the platforms meet the needs of the Basis of Issue Plan (BOIP) promulgated by the Training and Doctrine Command

(TRADOC) Proponent Office – Synthetic Training Environment (TPO STE).

Brief Description: RVCT was developed under an Other Transaction Authority (OTA) Rapid

Prototyping Agreement and produced under an OTA-Production Agreement. PEO STRI, Program

Manager Synthetic Environment (PM SE) is conducting market research to identify design, development and manufacturing approaches/solutions for a follow-on Full Rate Production contracting vehicle. One consideration is to have a Federal Acquisition Regulations (FAR) Based

Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract for RVCT platforms. Each respondent to this inquiry shall provide a short summation, no more than ten pages, to address the capabilities envisioned necessary to develop, manufacture, operate, maintain, upgrade (technical and concurrency), and support for RVCT platforms including sustainment activities. This contract effort will support fielding of RVCT platforms through fiscal year 2039, providing products and services to meet all stipulated government requirements.

The anticipated award date of the follow-on contract is the second quarter (Q2) of fiscal year 2027

(FY27). We estimate that no later than March 2027, the selected contractor shall be responsible for providing a seamless continuation of RVCT platforms to support the current PM SE BOIP.

The contractor shall also provide training on each type of platform, maintenance and operator manuals as well as items identified in the Statement of Work (SOW).

Acquisition Strategy Planning Information: The determination of contract vehicle and type, small business set aside, and/or full and open competition will not be established until market research has been completed and the Acquisition Plan has been approved.

Responses Requested: Contractors shall submit responses to the RFI to the administrative and contracts POCs no later than Monday 4:00 PM EST, March 3, 2025, indicating their capabilities.

Contractors shall submit a capability statement that provides the information requested below (10 pages maximum, font in size 12 Times New Roman, margins of one inch on each side, and justified with single line spacing).

A. Contractors shall describe in detail their capabilities and similar experience on contract vehicles providing the same type of capabilities at similar magnitude to the RVCT mission. A capability briefing and draft statement of work will be provided to Industry to further the understanding of

RVCT requirements and to assist in informing the response.

Contractors shall describe in detail their experience (not just knowledge of the process) of the following areas:

B. Processes

• Describe your company’s capabilities developing hardware/software intensive integrated systems, including, your process for continuous technology insertion, method for developing and managing new capabilities into an existing product line, and addressing challenges while maintaining efficiency and quality.

• Describe the certifications and capabilities (e.g., Capability Maturity Model Integration

(CMMI), International Organization for Standardization (ISO)) your company currently has that are able to enhance your processes and quality assurance on a large-scale program with multiple delivery orders that may be overlapping.

• Describe your Development, Security, and Operations (DevSecOps) practices within your processes to ensure continuous requirements management, baseline management, and cybersecurity throughout the design, development, testing implementation, deployment/delivery, and operation of systems, as opposed to traditional approaches.
