About this opportunity

The United States Marine Corps, through the Program Executive Officer Land Systems (PEO LS) at Quantico, Virginia, is procuring Ultra-Light Tactical Vehicle (ULTV) variants in two configurations: the ULTV-L (Logistics) and ULTV-HP (High-Power) models designed for internal transport on MV-22 tilt rotor and CH-53 rotary wing aircraft to support littoral operations. This procurement is being pursued on a sole-source, noncompetitive basis under 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii), with the requirement that vehicles meet Force Design 2030 priorities and Marine Expeditionary Force fielding schedules. The government has determined that no competitive evaluation criteria will be applied, as this is exclusively a sole-source award. Responsible interested parties may submit capability statements within 30 calendar days of the March 6, 2026 synopsis publication date to Angela Ferdinand at angela.ferdinand@usmc.mil or Kelvy Donovan at kelvy.donovan2@usmc.mil. This procurement carries no set-aside designation and is intended for award to Polaris Government and Defense (G&D), located in Medina, Minnesota (CAGE Code: 3FP69), the sole identified source for these vehicles. Polaris G&D is recognized as the only designer, developer, and manufacturer of the ULTV-HP variant and the sole vendor possessing the requisite knowledge, experience, and technical expertise to meet scheduled delivery requirements, as well as the only vendor with current MV-22 internal transportability certification for both vehicle variants. The contract will be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) agreement estimated for award in the third quarter of Fiscal Year 2026 with an approximate 60-month ordering period. The place of performance is identified as Hamel, Medina, Minnesota, USA, and the NAICS code is 336999 (All Other Transportation Equipment Manufacturing). The government will not reimburse any costs incurred in response to this notice.
