About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking hardware, systems engineering, technical analyses, mechanical and electrical design, manufacturing, installation, test and evaluation, and repair services to support existing and future fleet systems programs within the Submarine Safety (SUBSAFE) boundary on submarines and related systems. This procurement will be conducted under FAR Part 15 (Contracting by Negotiation) and is not set aside for any specific business category. A critical requirement for award is that offerors must possess NAVSEA NOTE 5000 / SUBSAFE qualification at the time of proposal submission. The evaluation will assess companies' ability to deliver the specified services, with preference given to those meeting the SUBSAFE qualification mandate. This pre-solicitation notice was posted on March 13, 2023, with a due date of March 28, 2023, and offerors must be registered in the System for Award Management (SAM) to be eligible for award.
This is a multiple-award contract acquisition seeking to add additional IDIQ contract holders to the existing Naval Undersea Warfare Center Division Newport SUBSAFE contract, which was originally awarded in November 2019 to Electric Boat Corporation, Huntington Ingalls Inc., and Oceaneering International Inc., with a combined MAC ceiling of $49,921,536. Any new contracts awarded will be IDIQ-type instruments with Cost-Plus Fixed Fee CLINs, Firm Fixed Price CLINs, and a Cost Reimbursement CLIN option. The requirement applies to firms in the Hardware Manufacturing industry (NAICS 332510 with a 750-employee size standard) and falls under the Hardware, Weapon System PSC category. Resultant contracts are expected to have an ordering period ending November 29, 2024, with an overall expiration date of November 28, 2025, indicating a service performance window of approximately one year following the ordering period conclusion.
