About this opportunity

The Department of the Navy Naval Facilities Engineering Command has published a special notice regarding a sole source contract action for design-build services at Mari Naval Base in Cyprus. This notice, posted on March 11, 2026, concerns the addition of a Helicopter Parking Apron to the existing D-B Helipad project under contract N33191-25-C-6015. The Government has determined that only one responsible source can satisfy the agency's requirements under the authority of Title 10, U.S.C. Section 2304(c)(1) and FAR 6.302-1. This announcement is published for informational purposes only and does not constitute a solicitation or request for competitive proposals. The work is classified under NAICS Code 237310 (Highway, Street, and Bridge Construction) and PSC Code Y1BD (Construction of Airport Runways and Taxiways).

The primary objective of this sole source action is to complete construction of a Helicopter Parking Apron that will enable full operational capability of the helipad facility at Mari Naval Base. The Government asserts that without this contract action, mission readiness would be compromised, airfield safety and capabilities would be diminished, and the availability of required facilities to support combat helicopter operations would be delayed. The deadline for this notice is April 11, 2026, though this is a pre-solicitation announcement and not an active solicitation for bids. The Government has explicitly stated it will not return submitted information nor compensate companies responding to this notice, as competitive proposals are not being sought. The Justification and Approval document supporting the sole source determination will be available for viewing and download on SAM.gov under the "Contracting" section.

Notice text

This contract action is for services for which the Government intends to execute a Justification and Approval under the authority of FAR 6.302-1 to the current contract N33191-25-C-6015 D-B Helipad in Cyprus to incorporate additional scope for Helipad Parking Apron.  Without this limited source action there would be an unreasonable constraint in the Agency’s ability to complete the required work for a fully function facility, which in turn will compromise mission readiness, diminish airfield safety and capabilities, and will delay the availability of required facilities to support the combat missions.

The work to be performed will provide for Design-Build construction of a Helicopter Parking Apron in order for a fully functional facility for the operations of the Helicopters in and out of Mari Naval Base, Cyprus.
