This Special Notice announces a requirement for Russian and Ukrainian language instruction support services. The anticipated contract would include a twelve-month base year and four additional twelve-month option years, as well as a potential six-month extension. The Contractor shall conduct foreign language instruction. The language instruction shall reflect current usage of the language in the target language country. Thus, students shall be exposed to dialects, slang expressions and specialized terminology (e.g. military/security, political, economic, scientific/technological, culture and social, geography: physical, political, and economic.). The topic of “culture” shall be treated as it contributes to proper understanding of a text or message and as it becomes critical in the ability to effectively transmit a message and to interact appropriately with native speakers. Learning materials shall be derived from current and authentic sources and from all media (printed, audio, visual, electronic, etc.).
NOTE: The pending solicitation will be posted on at https://piee.eb.mil/ the Department of Defense (DoD) Solicitation Portal in the Procurement Integrated Enterprise Environment (PIEE). The submittal package shall be submitted through the PIEE Solicitation Portal; the Vendor must be registered as a Proposal Manager in the DoD PIEE Suite located at https://piee.eb.mil
