About this opportunity
The National Guard Bureau Contracting Division, operating under the Department of the Army National Guard Readiness Center, has issued a Special Notice announcing its intent to sole source a Firm Fixed Price Purchase Order to Teracore, Inc. for operational research and strategic analysis services supporting the Air National Guard (ANG) Recruiting & Retention Division. The contract specifically pertains to the Air Force Recruiting Information Support System - Total Force (AFRISS-TF), focusing on business analytics methods to support ANG recruiting and retention program services. The notice was posted on March 18, 2025, with a response deadline of March 29, 2025, and is being processed under FAR 13.106-1(b)(1) authority. The current contract is set to expire on March 31, 2025, and the proposed action will extend services through May 29, 2025, with potential month-to-month option periods.
The primary objective of this Special Notice is to ensure continuous support for the ANG's recruiting and retention mission by directly awarding the contract to the incumbent contractor, Teracore, Inc., who has demonstrated successful performance. Contractors interested in responding must communicate their capabilities via email to jonathan.lehmann@us.army.mil by March 29, 2025, at 12:00 pm EST. Eligibility appears to be open, with the notice emphasizing the need to prevent mission disruption and eliminate phase-in periods. The contract falls under the NAICS category 541519 (Other Computer Related Services) and PSC category R499 (Support-Professional: Other). A competitive acquisition is currently being solicited on GSA e-Buy, expected to close on March 20, 2025, and the notice indicates that the information received will be used solely to determine future competitive procedures.
Notice text
Under the authority of FAR 13.106-1(b)(1), the National Guard Bureau Contracting Division, Arlington, VA, intends to award a Firm Fixed Price Purchase Order to Teracore, Inc. of Herndon, VA to provide to the National Guard Bureau, and the Air National Guard (ANG) Recruiting & Retention Division (NGB/A1Y) required support for the Air Force Recruiting Information Support System – Total Force (AFRISS-TF) operational research functions and decision support. Primarily in support of the ANG efforts in the planning, coordination, integration, and mission execution of AFRISS-TF and support functions, using a wide range of business analytics methods and types, for all ANG recruiting and retention program services with efforts to effectively and efficiently accomplish ANG R&R mission objectives and work towards ANG end strength and accession goals. A competitive acquisition is currently solicitated on GSA e-Buy and expected to close on 20 March 2025. Services are set to expire on 31 March 2025 and cannot experience a break in service. As such, the FFP order will extend services from 31 March 2025 to 29 May 2025 with month to month option periods ending on 29 June 2025 dependent on the length of reacquisition.
The Operations and Strategic Services Support requirement is in the Request for Proposal final stages pending award during this extension period. The incumbent contractor, Teracore, Inc, is performing successfully, employees possess government furnished property and have been cleared through the CAC security search for proper identification. Due to the short lead time before expiration of the current contract we have determined that direct award to the incumbent would eliminate the need for a phase-in period and prevent mission failure. To expect that any contractor would participation in a 60-day extension would be unfair to expect fluency in the performance demands of the AFRISS-TF production, development, training and test systems.
Information received will be considered solely for the purpose of determining future competitive procedures. Interested parties may identify their interest and capability to respond to this requirement to the National Guard Bureau Contracting Division, via e-mail at jonathan.lehmann@us.army.mil no later than 29 March 2025, 12:00 pm EST.
