About this opportunity

Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood is issuing a notice of intent to sole source a two-week intermediate data analytics training course to the University of South Carolina's Darla Moore School of Business, with a response deadline of July 23, 2026. This is a commercial acquisition under FAR 12.201-1; competition is being limited based on USC's established sole capability and ongoing partnership with the Army.

The 1st Infantry Division requires in-person instructional training to enhance personnel capabilities in data analytics, visualization, and decision support, with emphasis on advanced Excel and Power BI skills applied to unit-specific data challenges and command decision-making processes. The contractor shall deliver the program at or near Boleslawiec, Poland, providing all instructional personnel and materials. Training is valued at $240,000 on a fixed-price basis, with performance scheduled August 10–21, 2026, funded through FY 2026 Operations & Maintenance, Army appropriations.

USC's Darla Moore School of Business has maintained a partnership with the US Army Financial Management School since 2014 and has trained over 3,000 Soldiers and Army civilians through this relationship. The school has incorporated Army-specific finance, logistics, contracting, and transportation systems into its curriculum and currently operates at overseas forward Army locations. 1ID personnel have already received training at USC, and the requirement specifies continuity of training standards. Market research identified no other vendors willing to travel to Poland for delivery during the desired class window. The contracting officer is Sheila Banks; technical requirements were certified by CPT Nicholas Noble (1ID G8 and DIVARTY S8).
