About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis seeks sole-source firm-fixed-price commercial software licenses for Modern Air Combat Environment (MACE) and Augmented Reality Mission Observation and Rehearsal (ARMOR), with proposals due September 12. This is a FAR 5.101 synopsis announcing intent to award to Battlespace Simulations, Inc. (BSI), the exclusive developer and licensor of both applications.
Place of performance is Fort Eustis, Newport News, Virginia. The MACE and ARMOR software suites are required for combat simulation, stimulation, and mission rehearsal interoperability to support the Aviation Capabilities, Development, and Integration Directorate's Concept Focused Warfighting Experimentation and Launched Effects requirements determination studies. The government determined these software packages have no technical alternatives capable of satisfying the requirement. The licenses are distributed exclusively by BSI under its End User License Agreement and are not available through third-party resellers, distributor networks, GSA/FSS, CHESS, or Army Blanket Purchase Agreements.
The contract value exceeds $25,000 but remains below the Simplified Acquisition Threshold, and the procurement proceeds under FAR Part 12 simplified procedures pursuant to FAR 12.201-1(c)(2), which permits single-source solicitation when only one source is reasonably available. The NAICS code is 513210, Software Publishers; PSC is 7K20, IT and Telecom—Storage Products (Hardware and Perpetual License Software).
Interested parties may submit capability statements demonstrating legal authorization and technical capacity to provide genuine, fully supported BSI licenses to Contract Specialist Phoenix Fluker at phoenix.m.fluker.civ@mail.mil. The government retains sole discretion to determine whether to compete the contract based on submitted responses.
