About this file
This is a Synopsis Notice issued under FAR 5.101 announcing the Department of War's intent to conduct a sole-source, firm-fixed-price contract with Battlespace Simulations, Inc. (BSI) for proprietary Modern Air Combat Environment (MACE) and Augmented Reality Mission Observation and Rehearsal (ARMOR) commercial software licenses. The contract value exceeds $25,000 but remains below the Simplified Acquisition Threshold (SAT), satisfying publicizing requirements under FAR 5.101 and FAR Part 5.2. The acquisition is being conducted under simplified procedures of FAR Part 12 pursuant to the Revolutionary FAR Overhaul (RFO), specifically RFO FAR 12.201-1(c)(2), which permits single-source solicitation for purchases not exceeding SAT when only one source is reasonably available.
The sole-source justification is based on BSI's exclusive proprietary ownership and intellectual property rights as the sole developer and licensor of both MACE and ARMOR software applications. The licenses are distributed directly by BSI under its End User License Agreement (EULA) and are not available through third-party resellers, distributor networks, or government-wide vehicles such as GSA/FSS, CHESS, or Army BPAs. The government determined that the MACE and ARMOR software suites are uniquely qualified for the combat simulation, stimulation, and mission rehearsal interoperability parameters required for the program, with no alternative software packages capable of technically satisfying the requirement. Interested parties may submit capability statements demonstrating legal authorization and technical capacity to provide genuine, fully supported BSI software licenses to Contract Specialist Phoenix Fluker at phoenix.m.fluker.civ@mail.mil, with the government retaining sole discretion to determine whether to compete the contract based on submitted responses.
