About this opportunity
Defense Logistics Agency Troop Support Construction and Equipment is procuring two outsert assemblies, NSN 4240-01-529-8327 (Clear Assembly Outsert, Part No. 71014/12) and NSN 4240-01-528-9288 (Laser Assembly Outsert, Part No. 71014/11), under solicitation SPE8EG-26-R-0003, with quotes due November 13, 2026, at 3:00 PM EDT. The buy is restricted to a single source, Avon Protection Systems Incorporated, under a justification for other than full and open competition citing 10 U.S.C. 3204(a)(1), and the notice states "No Set-Aside Used." Amendment 0006 extended the closing date from September 2, 2026, and reports updated technical data in Technical Data Management Transformation (TDMT). The items are critical-application chemical, biological, radiological, and nuclear (CBRN) personal protective equipment subject to First Article Test and Production Lot Test requirements. Agency data for evaluating alternates is not available, so any alternate offer must include a complete data package covering both the approved and alternate parts, with alternate-offer instructions in Procurement Notes M06 and L04. The technical data is subject to ITAR or EAR export control, and DFARS 252.225-7048 applies. Distribution is limited to contractors holding an approved US/Canada Joint Certification Program certification who have completed DLA export-control training. CMMC Level 2 Self-Assessment and Level 2 C3PAO requirements apply to these items but are not required for award; they are expected to take effect during performance and will govern eligibility for future continued performance. The justification describes a base period plus four one-year options. Amendment 0002 added FAR 52.222-90. A Sources Sought Notice was posted December 22, 2025, for thirty days.
