About this opportunity
The US Army Corps of Engineers Engineering District Omaha is seeking architect-engineer services for military airfield design projects through a Multiple Award Task Order Contract (MATOC) structure. The procurement covers comprehensive multi-disciplinary A-E services including airfield design, planning, construction support, pavement design, infrastructure assessments, and technical services for Department of Defense installations. Contractors must demonstrate competence in military airfield planning and design, with preference given to firms experienced with Army or Air Force installations, and must possess advanced capabilities in modeling practices, geospatial technologies, design software, and integration of antiterrorism and force protection measures. Selection will be conducted in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6, with firms chosen based on demonstrated competence and qualifications rather than price competition. Proposals must be submitted electronically by 2:00 PM Central time on September 15, 2025, using SF 330 Part I and Part II documentation, with contract awards anticipated in March or April 2026.
This opportunity is designated as a Total Small Business set-aside, requiring all offerors to qualify as small businesses under the applicable size standards. The government intends to award four indefinite delivery contracts with a five-year base period and no option periods, sharing a combined capacity of $36,000,000 across all awarded contracts. Individual task orders are anticipated to range from $25,000 to $1,000,000, with work issued through negotiated firm-fixed price arrangements. The contracts include a priced six-month extension period that may be exercised under FAR Clause 52.217-8 if determined beneficial to the government. Services will support military installations across the Continental United States (CONUS), Alaska, Hawaii, and outlying areas, with the primary place of performance listed as Omaha, Nebraska.
