About this opportunity
Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland intends to solicit on a sole-source basis a modification to non-recurring engineering (NRE) work for replacement and software update of the AN/APR-39D9V2 processor Signal Acquisition Circuit Card Assembly, with responses due by May 28, 2026. The Government will award this effort solely to Northrop Grumman Systems Corporation (NGSC) under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, because NGSC is the sole designer, developer, and manufacturer of the equipment and no other supplies or services will satisfy agency requirements. The Government does not own a Technical Data Package for the AN/APR-39; drawings and data are proprietary to NGSC.
The effort modifies the existing Full Rate Production contract N0001920C0054 (FY19-22) and includes replacing the Quadrant Receiver Exciter Circuit Card Assembly, porting previously developed software, and updating software to the current baseline configuration to support AN/APR-39. Work is performed in support of airborne electronic warfare systems.
This is a pre-solicitation notice only; no contract will be awarded based on responses. The Government reserves discretion not to compete. Parties wishing to present clear and convincing evidence that competition would benefit future procurements may respond by May 28, 2026. Contact Craig Hayden, Contract Specialist, at craig.s.hayden2.civ@us.navy.mil with inquiries. Companies seeking subcontracting opportunities should contact NGSC directly at Kelly.Valerugo@ngc.com.
