About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Eglin Air Force Base is seeking a sole-source contract extension with Kratos Unmanned Aerial Systems (KUAS) for BQM-167A subscale aerial targets, peculiar spares, and contractor logistics support. The contract will support the 53rd Weapons Evaluation Group's test and evaluation of air-to-air weapon systems at the Gulf Range Complex and other Department of Defense test ranges. The solicitation covers Calendar Years 2028-2030 and requires KUAS to serve as the Contractor-Inventory Control Point, Source of Supply, and administrator of Out of Warranty Repairs and Depot Source of Repair for all system components. The contract opportunity is classified under NAICS code 336413 with a size standard of 1,250 employees, and responses are due by December 24, 2024, at 1600 CDT. The government will negotiate with KUAS under FAR 6.302-1 authority to prevent potential disruptions to critical mission activities.
The contract maintains its current small business set-aside status and does not involve a change in the existing procurement approach. The government does not own technical data rights for the BQM-167A system, which further justifies the sole-source extension to the incumbent contractor. While specific award values are not disclosed, the contract will cover procurement of aerial targets, associated spares, and comprehensive logistics support for a three-year period. The aerial targets will be utilized for evaluation and training exercises across multiple Department of Defense test ranges. The contracting points of contact are Captain Gabriel Sutherland and Mr. Nicholas Ardito, both located at the Eglin Air Force Base facility, who can be reached via email or phone for any additional inquiries about the contract opportunity.

Description
Notice of Contract Action (NOCA) - Air Force Subscale Aerial Targets (AFSAT) – Air Force Subscale Aerial Targets Lots 22-24 Production, Peculiar Spares, and Contractor Logistics Support (CLS). – The Air Force Life Cycle Management Center, Test and Training Division, Aerial Targets Program Office, Contracting Office, Eglin AFB, FL is planning to execute a sole source extension of the current contract to Kratos Unmanned Aerial Systems (KUAS), located at 5381 Raley Blvd, Sacramento, CA 95838-1701 for procurement of BQM-167A subscale aerial targets, peculiar spares, and contractor logistics support for the BQM-167 AFSAT Program, covering Calendar Years (CY) 2028 through 2030. The North American Industry Classification System (NAICS) code for this proposed acquisition is 336413 with a size standard of 1,250 employees. The small-business set-aside status of this contract remains unchanged. The Government has determined that the only way to prevent any adverse impact to critical mission activities that could result from a break in the continuous availability of subscale aerial targets is to issue an extension to the current contract to the incumbent contractor. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This NOCA neither constitutes a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does it restrict the Government to any specific acquisition approach. This NOCA is for information and planning purposes only and is not to be construed as a commitment or invitation to contract with the Government and is issued in accordance with (IAW) FAR 5.201(b)(1)(ii).
