About this opportunity

This Special Notice from the National Aeronautics and Space Administration Shared Services Center announces a sole source contract for ninety-six hours of synchrotron beam time at the European Synchrotron Radiation Facility in 2024. The beam time will be used to conduct approximately one hundred lithium-ion battery experiments to study the thermal runaway protection mechanism of plastic current collectors using high-speed x-ray videography. Interested parties may submit capabilities and qualifications for evaluation by February 7, 2024 to determine whether competition is warranted. However, the agency reserves sole discretion to make a non-competitive award. The European Synchrotron Radiation Facility is identified as the intended recipient of this sole source contract, with performance to take place at NASA's Johnson Space Center.

The Special Notice seeks ninety-six hours of synchrotron beam time at the European Synchrotron Radiation Facility in March-April 2024. The experiments will use high-energy, high-speed imaging with a large field of view to study lithium-ion battery thermal runaway protection. This is a pre-solicitation notice of a planned sole source award to the European Synchrotron Radiation Facility under FAR 13.106-1(b)(1)(i). Interested parties have until February 7, 2024 to submit capabilities for consideration of full and open competition, but the award remains at the agency's sole discretion.
