JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION (Brand Name Justification)

In accordance with FAR 11.105 (a) (3), the following brand name justification is hereby provided for public dissemination.

NOTE: This requirement will be competed under the NASA Solutions for Enterprise-Wide Procurement (SEWP) Government-Wide Acquisition Contract (GWAC). All prime vendors under Groups A, B, C and D of the NASA SEWP contract will be given a fair opportunity to compete. The NASA SEWP RFQ Number is 146089.

1. DESCRIPTION OF SERVICES AND SUPPLIES:

The Federal Housing Finance Agency (FHFA), Office of Technology and Information Management (OTIM) has a requirement to purchase Enterprise Vault (e-Vault) software license and maintenance support services specifically manufactured by Symantec, Corp. for use by FHFA to fully deploy and implement an e-mail archiving system.

2. STATUTORY AUTHORITY:

FAR 6.302-1 (c) Only one responsible source and no other supplies or services will satisfy agency requirements, application for brand name descriptions.

3. RATIONALE SUPPORTING USE OF AUTHORITY CITED ABOVE: (Note: A redacted copy of the full Brand Name Justification is attached.)

This requirement is for specific brand name equipment. Although this requirement is brand specific to Symantec Corp, multiple distributors are available to quote on a competitive basis under the NASA SEWP multiple award contract vehicle.

Brand Name Justification: FHFA purchased 300 copies of the e-Vault software in 2007 and maintained the software until 2009, when the maintenance renewal contract expired. FHFA never fully implemented and deployed the e-Vault software because of pending organizational merger and decisions regarding records retention and records keeping requirements. FHFA is currently developing a compliant recordkeeping system for managing electronic records in the Information Management System (IMS) and has determined that a role-based, e-Vault approach is the best solution in order to remove the "housekeeping" burden from employees. To support this initiative, FHFA has a need to upgrade its currently owned 300 licenses, purchase an additional 350 licenses and maintenance support services. By purchasing 650 new licenses, FHFA, in essence, will upgrade the 300 licenses we currently own, purchase an additional 350 new licenses, and re-baseline all e-Vault licenses on the same maintenance services schedule. Acquiring new e-mail archiving software and services rather than leveraging the existing 300 e-Vault product licenses that FHFA already own would result in delays in implementing an email archiving system.
