About this opportunity
The Air Force Test Center at Edwards AFB seeks an Integrated Virtual Patching Ecosystem comprising a programmable switching system and proprietary Enterprise Client/Server control software, with quotes due June 18 at 2:00 PM local time. This is a sole-source procurement intended for Universal Switching Corporation (CAGE 0W482) under 10 U.S.C. § 2304(c)(1) (only one responsible source); however, any responsible offeror may submit a complete quote and technical capability statement for consideration.
Place of performance is Edwards AFB, Building 3736, California. Market research determined that only USC's OEM solution interfaces with legacy RF and digital test assets while meeting a 128x128 digital data/clock switching matrix and Authority to Operate cybersecurity requirements. Alternative vendors were evaluated but deemed technically unacceptable due to hardware incompatibility with existing infrastructure; procuring from any other vendor would trigger a mandatory 12-month Risk Management Framework cybersecurity cycle, causing an unacceptable $36 million mission delay affecting flight test schedules across three geographically separated sites (Palmdale, CA; Edwards AFB, CA; and Melbourne, FL).
The requisition requires delivery of one Programmable Switching System (Part# SEM32X-163215A, 1000–6000 MHz), one System-Switch-Digital-Differential component (Part# S2560FX-44-1A), four Panel-Output-Adaptive-Signal-Active units (Part# AP256-32BO-706), four Panel-Input-Adaptive-Signal-Active units (Part# AP256-32BI-706), and two RouteWarePRO 5.0 Professional Control & Monitor GUI Software licenses (Part# RWP 5.0) by November 2, 2026. Inspection and acceptance occur at the contractor's facility and at destination. USC is a Small Disadvantaged Business. NAICS 334515. Quotation is requested via email (10 MB maximum file size); oral offers will not be accepted. Payment is via Electronic Funds Transfer through WAWF. Contracting Officer: Christina M. Day, NH-III, DAF.
