About this opportunity
The United States Special Operations Command (USSOCOM) is seeking instructional support services for Multi-Domain Operations (MDO) training delivered to the 6th Battalion, 2nd Special Warfare Training Group (Airborne) at Fort Bragg and Camp Mackall, North Carolina. This Request for Information (RFI) is for market research purposes only and does not constitute a formal solicitation or obligation to award a contract. The contractor must provide overall program management, operational integration support, specialized instruction across four courses (Army Tactical SIGINT and EW, Special Warfare-Brighton cyber, Special Warfare-Touchstone open-source research, and Robotics and Unmanned Systems Integration), and administrative functions to Army Special Operations Forces and select interagency personnel. Key qualifications include possession of TOP SECRET/SCI-eligible clearances for SIGINT and EW instructors, CompTIA Security+ and OSCP certifications for cyber instructors, FAA Remote Pilot Certificates for autonomous systems instructors, and Program Management Professional certification for program managers. The RFI response deadline is February 11, 2026, with all documentation required to address specified elements; references to websites alone are unacceptable. No evaluation criteria have been specified in this pre-solicitation notice, as this is a request for information to identify interested sources.
This opportunity carries no set-aside designations and no incumbent contractor is identified in the available documentation. The contract includes a 30-day phase-in period followed by a 12-month base period and four optional 12-month extension periods, providing potential performance spanning up to five years. The four primary courses will operate on varying schedules: the Army Tactical SIGINT and EW Course three times annually with 40-student classes, the cyber course five times annually with 32-student classes, the open-source research course six times annually with 32-student classes, and the robotics course four times annually with 30-student classes. All contractor personnel must obtain TOP SECRET facility clearance, pass background screening, and complete mandatory training including Anti-Terrorism Level I, OPSEC, and DoD Information Assurance. Performance standards require 95-100% compliance across program management, operations integration, curriculum compliance, instructor certifications, and training delivery, with potential invoice remedies up to 10% for performance shortfalls. No budget or award value is specified in this RFI.
