About this opportunity

The U.S. Army Corps of Engineers Engineering District Rock Island has issued a Special Notice for a Design-Build Multiple-Award Task Order Contract (MATOC) focused on the Southwest Coastal Louisiana Coastal Storm Risk Management Project. The notice is specifically seeking feedback on a draft Request for Proposals (RFP) for a construction contract targeting floodproofing efforts in Louisiana. This is a total small business set-aside opportunity with a unique focus on nonstructural storm risk management for properties in the lowest-lying floodplains. The contract will establish a pool of five contractors with a total shared capacity of $957 million to support coastal protection and resilience initiatives.

The primary objective of this acquisition is to design and construct floodproofing solutions for up to 3,189 eligible properties, with an initial estimated 1,800 properties to be addressed under current funding availability. Interested vendors are required to submit their feedback and questions through ProjNet by May 13, 2025, following specific instructions outlined in section 00010 of the solicitation. The contract is designed to be flexible, with potential use for additional nonstructural storm risk management projects in Louisiana beyond the initial Southwest Coastal Louisiana project. Contractors must be classified under NAICS category 237990 (Other Heavy and Civil Engineering Construction) and will be evaluated for their ability to contribute to comprehensive storm risk mitigation strategies. The U.S. Army Corps of Engineers anticipates utilizing this MATOC for 100% of floodproofing efforts within the Southwest Coastal Louisiana project, representing a significant opportunity for small businesses in the construction and coastal resilience sectors.
