About this opportunity
The U.S. Army Corps of Engineers (USACE) Rock Island District is seeking design-build construction services to establish an Indefinite-Quantity Multiple-Award Task Order Contract (IDIQ MATOC) for the Southwest Coastal Louisiana Nonstructural Storm Risk Management Project (SWCLA). The procurement will involve the design and construction of floodproofing for up to 371 individual structures. The source selection will follow a two-phase design-build procedure in accordance with FAR 36.301 and Engineering Regulation ER 1180-1-9. USACE initially anticipated issuing Phase I solicitation in fall 2025; however, as of November 18, 2025, this pre-solicitation notice has been cancelled and will be reissued at least 15 days prior to the actual solicitation release, with an estimated solicitation date currently unknown. Interested vendors must maintain active SAM.gov accounts to receive notifications of updates and related notices regarding this procurement opportunity.
This procurement is designated as a Total Small Business set-aside, meaning only small businesses are eligible to compete. No incumbent contractors are identified in this pre-solicitation notice. The total shared capacity for the IDIQ MATOC is not to exceed $99 million, providing a substantial contracting opportunity for qualified small business design-build firms. The contract relates to draft-RFP notice W912EK25RA001 that was issued in April 2025, and USACE has indicated that a second, larger MATOC may be issued in the future if a bona fide need is determined. The procurement falls under NAICS code 237990 (Other Heavy and Civil Engineering Construction) and PSC code Y1QA (Construction of Restoration of Real Property), reflecting the nature of the floodproofing construction work involved.

Updated 18-Nov-2025: This pre-solicitation is being cancelled. A new pre-solicitation will be published at least 15 days prior to a solicitation for subject requirement being issued in accordance with FAR 5.203 "Publicizing and response time" and FAR 36.213-2 "Presolicitation notices". The estimated solicitation date is unknown at this time.
The US Army Corps of Engineers (USACE) - Rock Island District intends to issue a two-phased solicitation for establishing a design-build construction Indefinite-Quantity Multiple-Award Task Order Contract (IDIQ MATOC) with a total shared capacity not to exceed $99M (million) to provide the design and construction of floodproofing for up to 371 individual structures as part of the Southwest Coastal Louisiana Nonstructural Storm Risk Management Project (SWCLA). Please note that the acquisition strategy has not changed since the related notice was issued.
This source selection will be carried out in accordance with FAR 36.301“Use of two-phase design-build selection procedures”, which can be found at www.acquisition.gov, and Engineering Regulation ER 1180-1-9 “Design-Build Contracting” which can be found at https://www.publications.usace.army.mil/USACE-Publications/Engineer-Regulations/udt_43546_param_orderby/Pub_x0020_Number/udt_43546_param_direction/descending/
USACE anticipates issuing Phase I in fall of 2025 but there is no set date at this time. This notice is related to the draft-RFP notice W912EK25RA001 that was issued in April 2025. While the scope of this planned MATOC is smaller, it is possible that USACE may issue a solicitation for a second larger MATOC should there be a bona fide need for it in the future.
If USACE determines that an Industry Day is feasible within the solicitation schedule either this notice will be updated, or a related notice will be issued. Please be sure to Follow this notice, which requires vendors to be logged into their SAM.gov account, so as to be notified when this notice is updated, or a related notice is issued.
This is a pre-solicitation notice only, and proposals submitted in response to this notice will NOT be reviewed or accepted.
