About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is seeking contractor support services for APKWS regression testing, specifically technical expertise and logistics support for unmanned ground vehicles (UGVs) and target trailers. The primary requirement involves contractor support for a three-day flight test event at the Barry M. Goldwater Range Complex in Gila Bend, Arizona, with contract performance including refurbishment of existing equipment, transport coordination, and provision of all necessary personnel and materials. Key qualifications include demonstrated capability to refurbish UGVs and trailers, ensure laser-safe equipment suitable for remote/austere environments, and provide skilled personnel including mechanics. The vehicles and trailers must meet specific operational requirements including the ability to operate on unimproved dirt surfaces, perform 90-degree turns, rapidly accelerate and decelerate, accommodate Go Pro camera mounting positions, and feature easily replaceable materials on exposed surfaces. The pre-solicitation notice was posted on February 17, 2026, with a deadline for capability statements or proposals on March 4, 2026, and primary contact is Jesse Whinham at jesse.whinham@us.af.mil.
This opportunity carries no set-aside designation and appears designated for UAV Pro as a potential incumbent contractor, though the Government reserves the right to accept proposals from all responsible sources. The contract includes eight line items covering Government-furnished property surveys, equipment refurbishment, flight testing support, travel, transportation, optional new UGVs, and data deliverables under various pricing arrangements including Fixed Price, No-Shop Pricing, and Cost-No Fee structures. The effort requires refurbishment of three existing UGVs and six target trailers with transport to and from the test site, as well as removal of all equipment and debris upon completion. While specific award values are not disclosed in the pre-solicitation notice, the contract structure suggests a phased approach with both standard and optional line items. The contracting officer's representatives include Jesse Whinham, Roland Murillo, and Contract Specialist Elizabeth Dykes, who can provide additional details regarding technical and administrative requirements.
