About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify sources capable of providing repair, manufacturing, sustaining engineering, software support, program management, and related services for the AN/GSM-397 Electronic Systems Test Set (ESTS) supporting F-15 aircraft, with responses due by June 10, 2026. The Government currently uses a sole-source subsumable contract under the Defense Logistics Agency Captains of Industry vehicle (SPE4AX-18-D-9443); the current subsumable contract FA8524-20-D-0011 expires September 9, 2028.
The Government possesses Design Authority and Document Change Authority but lacks proprietary technical data, software, drawings, schematics, source code, interface documentation, and depot-level test procedures necessary for independent performance. Respondents are encouraged to propose Commercial-Off-The-Shelf (COTS), modified COTS, Nondevelopmental Item (NDI), or commercial service alternatives. The contractor must furnish all material, support equipment, tooling, software, test equipment, engineering support, and services required to perform the effort.
Attachment 1 identifies the currently forecasted list of National Stock Numbers (NSNs) spanning 14 line items across power supplies, electrical chassis components, power distribution panels, test adapters, and a digital computer system, with quantities ranging from one to three units per fiscal year and demand forecasted through FY38. The list is subject to change and samples are not available for evaluation.
Responses should address technical capability, relevant experience, production capacity, engineering capability, proprietary data access approach, software sustainment capability, test equipment capability, and program management capability. The Government specifies NAICS code 811210. Contact Leigh Ann Taylor (leigh.taylor.3@us.af.mil) or Twyla Robertson (twyla.robertson@us.af.mil).
