About this file

This is a Request for Information (RFI) for sustainment support services for the AN/GSM-397 Electronic Systems Test Set (ESTS) and associated components supporting F-15 aircraft. The Government seeks to identify potential sources capable of providing repair, manufacturing, sustaining engineering, software support, program management, and related services. The current Air Force strategy utilizes a sole source subsumable contract under the Defense Logistics Agency Captains of Industry contract vehicle SPE4AX-18-D-9443, with the current subsumable contract FA8524-20-D-0011 expiring September 9, 2028. The Government possesses Design Authority and Document Change Authority but lacks proprietary technical data, software, drawings, schematics, source code, interface documentation, and depot-level test procedures necessary for independent performance. Respondents are encouraged to identify Commercial-Off-The-Shelf (COTS), modified COTS, Nondevelopmental Item (NDI), or commercial service approaches. Attachment 1 provides a currently forecasted list of NSNs subject to change, and samples are not available for evaluation. The contractor must furnish all material, support equipment, tooling, software, test equipment, engineering support, and services required.

Responses are due by close of business June 10, 2026, and should include sufficient detail for Government assessment of technical capability, relevant experience, production capacity, engineering capability, proprietary data access approach, software sustainment capability, test equipment capability, and program management capability. The RFI includes a comprehensive Contractor Capability Survey covering business information, general capability for concurrent provision of repair, manufacturing, sustaining engineering, software support, configuration management, and program management services for military avionics and complex electronic systems; relevant experience supporting long-term sustainment; technical data, software, and test equipment capabilities; production, repair, and SURGE capability; engineering and sustainment capability including obsolescence management and DMSMS mitigation; cybersecurity and quality capability with CMMC certification status; transition-in capability; and commercial practices and pricing. The Government specifies NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) and requests identification of small business status and SAM registration. All questions and submissions should be directed to Leigh Ann Taylor (leigh.taylor.3@us.af.mil) and/or Twyla Robertson (twyla.robertson@us.af.mil).

REQUEST FOR INFORMATION (RFI)

Sustainment Support (Repair, Spares, and Engineering Services) for AN/GSM-397 Systems

PURPOSE

The Government is conducting market research to identify potential sources capable of providing repair, manufacturing, sustaining engineering, software support, program management, and related services for the AN/GSM-397 Electronic Systems Test Set (ESTS) and associated components supporting the F-15 aircraft.

The current Air Force strategy utilizes a sole source subsumable contract under the Defense Logistics Agency (DLA) Captains of Industry (COI) contract vehicle SPE4AX-18-D-9443. The current Air Force subsumable contract FA8524-20-D-0011 expires 9 September 2028.

The Government possesses Design Authority and Document Change Authority; however, the Government does not possess the proprietary technical data, software, drawings, schematics, source code, interface documentation, or depot-level test procedures necessary to independently perform this effort.

The Government is conducting market research to determine the availability of commercial and non-commercial capabilities in support of this requirement.

Respondents are encouraged to identify any Commercial-Off-The-Shelf (COTS), modified COTS, Nondevelopmental Item (NDI), or commercial service approaches applicable to this requirement.

Attachment 1, 410th_RFI_List_of_NSNs, identifies the currently forecasted items associated with this effort. The list is subject to change.

Samples are not available for evaluation.

The Contractor shall furnish all material, support equipment, tooling, software, test equipment, engineering support, and services required to perform this effort.

The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Independent research and development and bid and proposal costs, of the Revolutionary Federal Acquisition Regulation Overhaul.

Although “proposal” and “offeror” are used in this RFI, your response will be treated as information only. It shall not be used as a proposal.

This RFI is issued for the purpose of market research in an attempt to overcome barriers to competition.

INSTRUCTIONS

Interested parties are requested to provide concise responses demonstrating current and/or planned capability to support this effort.

Responses should include sufficient detail for the Government to assess:

• Technical capability

• Relevant experience

• Production capacity

• Engineering capability

• Proprietary data access approach

• Software sustainment capability

• Test equipment capability

• Program management capability

Generic marketing material is discouraged unless directly relevant to the requirements described herein.

Joint ventures and teaming arrangements are encouraged.

All proprietary information shall be clearly marked.

Responses are due no later than close of business on 10 June 2026.
